Continuation II.1.4)Initial situationBerlin Brandenburg Airport (BER) is currently supplied by two radio sites with common wave technology via a digital trunked radio system according to the Tetrapol standard, which is uninterruptible in communication on the BER campus. A radio system based on a digital trunked radio system in accordance with Release 2 of the TETRA standard with Voice + Data (V + D) and Switching and Management Infrastructure (SwMI) (hereinafter referred to as TETRA) is to be used. In addition to the actual functions, uninterrupted communication on the entire BER campus continues to be one of the minimum requirements. In addition, an environment supply of 3 nautical miles around the BER campus is required, which tolerates an interruption of communication during cell change. For the duration of the migration (approx. January 2020 to the beginning of 2021), a system interconnection between the Tetrapol and the TETRA radio system must be established. The latter must ensure communication between users of the two radio systems. At least 10 definable call groups of the Tetrapol system must be able to communicate via this system network with 10 definable call groups of the TETRA system, without any functional or qualitative restrictions. A second base station must be provided for supplying the three-mile zone. The system shall be designed in such a way that the radio supply can be adapted for the development of additional buildings on Campus BER. The minimum requirement for radio coverage of - 88 dBm with a 96 % local probability is to be ensured for hand-held radios in belt carrying mode for the uplink and downlink on the BER campus and in the buildings. The system must take into account the noise from 120 repeaters caused by existing and increasing building radio power supplies and maintain the minimum requirements for radio power supply. one concept must prove beyond doubt during the bidding phase that uninterrupted communication is achieved, that radio power supply is ensured despite the noise from 120 repeaters on the BER campus and that the radio power supply can be adapted to additional buildings. the system technology must include at least the following components listed below.- TETRA system according to Release 2 Standard (Switching and Management Infrastructure (SwMI)),- 3 000 subscribers,- Gateway to a PBX with 100 % acquisition,- Gateway to a control centre system of a third manufacturer, via an interface provided by the TETRA system technology and openly documented for third parties,- Base station with 8 carriers for the campus supply,- Base station with 2 carriers for the ambient supply,- Configuration and monitoring system,- Gateway (system group Tetrapol TETRA) for at least 10 radio groups.The scope of services will include the following as a basis for all components:- Project services including transport, installation, commissioning, integration, acceptance, documentation,- Documentation of all system components, overall system, interfaces, etc,- Certified training for system installation, configuration, monitoring, first and second level support.
