Description
Sale of the former Ray Barracks site in Friedberg (Hesse) with building obligation. A mixed-use, lively, urban neighborhood with a high quality of life is to be created on the approx. 74-hectare site of the former Ray Barracks.
The Bundesanstalt für Immobilienaufgaben (BImA) is the owner of the barracks area in Friedberg (Hesse) formerly used by the US armed forces. The approx. 74 hectare site of the former "Ray Barracks" is to be put to a new, civilian subsequent use. Within the framework of the present tender procedure, it is offered for sale. The offer is directed at real estate developers with experience in the development of large brownfield sites. The BImA is conducting a Europe-wide negotiation procedure with a preliminary competition. In addition to providing evidence of their suitability and qualifications when submitting their bids, interested companies are expected to be prepared to draw up an urban development concept and present it to the municipal bodies.The development area is shown on the map provided with the participation documents. The conversion area in an integrated urban development location opens up an extraordinary area potential for modern urban development for the city of Friedberg (Hesse). The new quarter will be developed on the basis of development plans yet to be drawn up, the urban development objectives of which are to be based on the urban development goals and guiding principles of the city of Friedberg (Hesse). In accordance with the urban development planning requirements of the city, the future developer shall undertake the preparation of the urban development plans for the intended development plans and the preparation of the necessary expert opinions at its own expense. Prior to the conclusion of the purchase agreement, the purchaser of the land needs the perspective of obtaining the necessary building rights for his project from the city of Friedberg (Hesse) as the holder of the planning sovereignty. The aim is to create a new urban quarter for different users and social groups that takes into account diverse forms of living and provides affordable housing distributed throughout the area, while at the same time enabling a local full-service supply. In order to strengthen the city of Friedberg (Hesse) as a city of education, an attractive quarter for students is also to be created, in which at the same time possibilities for the settlement of scientific and economic institutions, as well as innovative commercial enterprises are provided. In relation to the total area of the former barracks of approx. 74 hectares, the development includes approx. 12 hectares of land for the settlement of various public uses (e.g. fire department, technical relief organization, building yard). These areas will not be sold. Less the aforementioned facilities/uses, the utilization and gross development area is reduced to an anticipated approx. 62 ha. The aim is to create a neighborhood of short distances with a forward-looking mobility concept, including links to the core city, with the aim of reducing individual mobile traffic. This includes not only the creation of pedestrian and bicycle paths, but also the promotion of e-mobility with the creation of the corresponding infrastructure. The new urban quarter should tie in with the existing urban structures and be networked with them. The urban planning guiding principles for the development of the quarter are specified in the participation documents. The urban development goals/identifiers envisaged by the city of Friedberg (Hesse) are also presented in the participation documents. In all other respects, reference is made to the exposé enclosed with the participation documents.
