Description

Framework agreements for the development of software and Internet or intranet applications will be put out to tender, as well as the operation for the technical implementation of the Internet and intranet services for the existing FirstSpirit system.
Currently, the "FirstSpirit" software from e-Spirit AG in Dortmund as a Content Management System (CMS) forms the technological basis for most of the Internet and intranet services of all KBB's business units. The aim of the procedure is to conclude a framework agreement for Lot 1 (development) for the existing FirstSpirit system. Martin-Gropius-Bau and the website: www.berlinerfestspiele.deHaus of the Cultures of the World with the website: www.hkw.deLeistung:1) Front End Development - includes Development services with HTML, Javascript, CSS,2) CMS development - included: Development services with the CMS FirstSpirit©, production and templating,3) PHP development - included: Development services with the PHP programming language and related backend technologies e.g. database access, Solr, Elastic, Memcached,4) Project planning and control services - includes Coordinating project management and planning in the environment of Internet and Intranet services,5) Database development - includes Development of databases, mainly PostgreSQL, especially in high availability environments (redundancy, clustering, load balancing),6) Technical consulting - includes Consulting services for the development or enhancement of software and database architectures in the field of Internet and Intranet services,7) Concept and graphics - includes Conception and design of UI elements and UX Stories according to the technical conditions; Conception of new developments and extensions (for IFB, BFS, EFM); Graphic services to complement existing websites,8) Documentation - includes Preparation of project documentation: For the lot 1 development a three month training phase is planned. This begins simultaneously with the start of the contract. During the familiarization phase, the contractor does not yet have to bear any (operational) responsibility for the Internet pages and all associated (operational) systems - this is the responsibility of the current contractor. As of the fourth month of the contract, full responsibility for the tender 01719KBB will be transferred to the contractor. During the familiarisation phase, the agreed service levels are not to be taken into account. Special provisions: The type and scope of the services are specified in the service description and the corresponding price list. The services will be agreed and specified individually by the respective business units of the client on the basis of this contract through individual orders. For the duration of the framework agreement, individual contracts for specific individual projects shall be concluded between the contractor and the client. The daily and hourly rates serve as a binding basis for calculation for these individual contracts, and KBB will commission adjustments and further development in accordance with its technical requirements. In addition, the contractor is obliged to advise the customer on the further development of the applications according to the state of the art.service and reaction times:The contractor guarantees telephone availability during the agreed service times from 10.00 to 19.00 hours.reaction times:- operation preventing defect: 1 hour;- operation hindering defect: 4 hours.recovery time:- operation preventing defect: 3 hours;- operation hindering defect: 8 hours. As a CMS, the "FirstSpirit" software forms the basis for most of the Internet and intranet services of all KBB business areas. The aim of the procedure is to conclude a framework agreement for Lot 2 (operation) for the existing FirstSpirit system. An EVB-IT service contract is to be concluded.service:1) In addition to the "FirstSpirit" editing system, other standard web technologies (e.g. HTML, PHP, PostgreSQL, SOLR, memcache) are also used in the environment of the KBB's Internet and intranet services, for which the operation is to be managed on the basis of the EVB-IT service contract. The components of the landscape are operated on virtual machines with the operating system Debian Linux,2) The contractor prevents future disturbances and continuously optimizes the IT systems operated by him. He shall maintain full operational readiness at all times. In the event of changes to the program levels of the services operated by the Contractor, the Contractor shall ensure that new possibilities on the system components used are used in the best possible way in the interests of the Customer,3) The Contractor shall monitor all systems for which it is responsible for availability and integrity during the agreed service times. The Contractor shall monitor and analyse the capacity development (RAM, fixed memory) with foresight for at least 12 months. Depending on these analyses, he reports the need for changes to the systems for which he is responsible and advises on further development. In his responsibility for successful data backup, the Contractor regularly evaluates the backups and documents the result in the Customer's ticket system,4) The Contractor undertakes to continuously update the infrastructure components of the technical development. In addition to updating the operating systems, this applies in particular to updating the CMS, runtime environments such as Symfony PHP and services such as Postgresql or Solr. In coordination with the client, a corresponding long-term strategy is to be developed,5) planning and implementation of adjustments to the infrastructure in accordance with the development tasks,6) consulting and documentation services.familiarization:A three-month familiarization phase is planned for lot 2. This begins with the start of the contract on 1.4.2021. During the familiarisation phase, the contractor does not yet have to bear any (operational) responsibility for the Internet pages and all associated (operational) systems - this is the responsibility of the current contractor. From the fourth month of the contract onwards, full responsibility is transferred to the contractor. The agreed service levels are not to be taken into account during the familiarisation phase. Special provisions: The type and scope of the services are set out in the service description and the corresponding price list. For services a monthly flat rate is bindingly fixed. For special services, the contractor will be asked to provide a service requirement that is as comprehensively described as possible. The basis are the agreed daily and hourly rates.service and response times / on-call serviceThe contractor operates a call service at the agreed times according to EVB-IT Service GTC, Section 2.5. and ensures the restoration of operational readiness, as well as the availability of a hotline on weekdays from 10 to 19 clock.The following services are to be provided for FirstSpirit:- Service Web Backup;- Service Web Content Delivery;- Service Web Content Staging and Deployment;- Service Web ECMS;- Service Web Memcached;- Service Web Postgres;- Service Web Solr 4;- Service Web Statistics;- Service Web Testserver.99.8% of the services must be available in January and February and 98% from March to December.
