Description

The realization of the present technical specifications concern :
- the diagnosis and qualification of light pollution,
- the precision of the Black Frame at the scale of the Regional Natural Park of the Caps and Marshes of Opal, with regard to the exploitation by the contractor of the elements of knowledge in terms of inventories, identification of the Green and Blue Frame and its sub-trames, cartographic data and GIS that the PNR possesses for part.
It is also a question of :
- to accompany the Park in the definition of its strategy black frame and to propose and carry out a territorial animation concomitant with the implementation of the two preceding points, in order to allow the legibility and the appropriation by the communities, the economic actors and the inhabitants;
- to propose typical scenarios for the renovation or use of public lighting, for the use of local authorities;
- to propose solutions for translation into the territory's strategic planning documents (PADD, DOO of SCOT, OAP within PLUI in particular);
- to propose a system for monitoring and evaluating the impact over time of the implementation of this black grid strategy.

The final objective of the market is to specify the Black Screen on the territory of the Park and to allow the maintenance and the restoration of the darkness (zones of conflict to be resorbed, action plan, follow-up/evaluation). Through this, the present market must allow the acquisition of a better knowledge of light pollution and its impacts on the natural nocturnal heritage of the territory, in order to equip, objectify and lead to a real strategy of territorial animation, of massification of the changes of practices in a sustainable way.
The implementation of a territorial animation must also allow the translation in the planning and the political projects of development which frame the Black Frame.

NB: It is important to specify that the Park already has a cartographic component that has modeled the effect of artificial lighting on biodiversity (simulation of movements of indicator species) which was carried out in 2016 by the research firm Terroïko. If it is a modeling and data that may be sometimes old, it will be appropriate to exploit this tool in the preparatory work.
