The Combat Capabilities Development Command (CCDC) - Soldier Center, Expeditionary Maneuver Support Directorate (EMSD) in Natick, MA are issuing a source sought notice to identify potential sources that can provide the Directorate with the design, execution, facilitation support, and analysis of a series of tabletop wargame exercises in support of a future Squad Holistic Lethality Demonstration (SHLD). The requirements being sought can be found in the ‘REQUIREMENTS' section of this sources sought below.

Background:
CCDC-Soldier Center intends to conduct a series of tabletop wargame exercises in support of a future Squad Holistic Lethality Demonstration (SHLD). The purpose of these exercises is to provide data and insights needed to plan the demonstration. The wargame will be an in-depth exercise, conducted over approximately two days at CCDC- Soldier Center. Although the final design of the game will be determined through a deliberate design process, the wargame will likely use seminar-style techniques centered on opposing teams of Soldiers, representing one or more U.S. Army squads (the BLUE team) and a near-peer opposing force (the RED team). These teams will "fight" through one or more tactical vignettes designed to assess the potential benefits (and risks) associated with new protection-related technologies, to be determined by CCDC- Soldier Center. Tactical outcomes will be adjudicated using a combination of model-based methods and subject matter expertise (SME).

Scope of Work:
The contractor will design, develop, and facilitate the wargame with support from CCDC-Soldier Center team members before the end of FY 19 (30 September 2019). The wargame will assess CCDC-Solder Center Technologies and deliver Courses of Action regarding options for future SHLD. The Contractor will prepare a design document for the wargame detailing objectives, quantitative and qualitative metrics, methodology, materials, personnel requirements, logistics, and other details. The Contractor will work with CCDC- Soldier Center to refine the design documents as needed and execute the final design upon sign-off by CCDC- Soldier Center. The contractor will prepare a "quick look" report within 7 days of the wargame, followed by a final report on the complete results within 30 days.
CCDC- Soldier Center will lead recruitment of Soldiers for the wargame, with recommendations from the contractor on the number and type of Soldiers needed. The team will leverage operational vignettes being developed at CCDC- Soldier Center, converting vignette information into game materials and tools as needed. In addition, the contractor will work with CCDC- Soldier Center to identify key internal and external stakeholders and SMEs whose participation will enrich the wargame results. The contractor will support the facilitation of the wargame and work with CCDC- Soldier Center to identify additional personnel to support wargame execution. The wargame will be conducted at the UNCLASSIFIED level, with the possibility of working at the SECRET level for portions of the game, if necessary.

Requirements:
Interested businesses must address ALL of the specific requirements below and clearly indicate if each requirement could be met and how the requirement would be completed.

The intent will be to set this aside for small business.

The contractor's primary focus shall be to work with CCDC-Soldier Center and its stakeholders to design, develop, and execute a wargame.
Specific Requirements: 
  1. Timeline: The Contractor will work with CCDC-Soldier Center and its stakeholders to design, develop, and execute a wargame before the end of FY19 (30 September 2019). The Wargame is planned for August 2019 and all development, execution, and reporting must be completed within this critical timeline. 
  2. Security Clearance: A Secret Level security clearance is REQUIRED for SHLD Wargaming. The clearance must be obtained previously to and held through the entire Wargame period of performance.
  3. Education: Doctorate in Psychology is required as it relates to behavioral research design, how to engage SMEs and collect valid data from teams of Soldiers at the wargaming/soldier touch point events. Competence in research methods, data analysis, experimental design, analysis of qualitative and quantities data, group facilitation of data collection.
  4. Past Performance: 
     a. Demonstrate experience in Science and Technology (S&T) Research and Development (R&D) portfolio management.
     b. Demonstrate a Technical Background in S&T Strategy and Portfolio Management.
     c. Demonstrate experience in Wargaming with qualitative and quantitative data requirements.
     d. Demonstrate experience in Wargaming as it applies to S&T and future Army needs tied to Lethality and Network Cross Functional Team (CFT) technologies.
Requested Information:
Interested businesses who believe they are capable of meeting the above requirements are requested to submit a brief (no more than 5 pages total) capabilities statement package, including company name and address, Webpage URL, point of contact with phone number and e-mail address, DUNS number, CAGE Code. This will be intended to be a small business set-aside therefore, business size status and socioeconomic profile, detailing whether it can be considered a small business and whether any other socioeconomic category applies, such as (but not limited to), service disabled veteran owned small business, woman owned small business, small disadvantaged business, etc. For the purposes of this response, please provide business size status with respect to NAICS 541720 which has a small business size standard of $20,500,000.00 in annual receipts. Interested businesses may register with System for Award Management (SAM) at http://www.sam.gov.
   Respondents should include:
     1. A description of company's background, technology, experience, and any other information that demonstrates value, performance, and capabilities.
     2. Tailored Capability Statements addressing the Requirements of this notice, with appropriate documentation supporting claims of organization and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capabilities, provide an estimate of anticipated subcontractor efforts.

Input on technical aspects of the responses may be solicited by CCDC-Soldier Center from non-Government consultants/experts who are bound by appropriate non-disclosure requirements.
