Description

Université du Québec à Montréal, hereinafter referred to as the Owner, having its head office at 1430, rue Saint-Denis, H2X 3J8, Montréal, Québec, is requesting tenders for work to bring the generator at UQAM's Design Pavilion (DE) into compliance, which includes modifications to the emergency power supply installations at the Design Pavilion (DE), located at 1440, rue Sanguinet in Montréal, H2X 3X9.
The Contract also includes the recovery and reinstallation of certain existing equipment. The Contractor shall consider that users and occupants of the building will continue their activities during the work. The Contractor shall act in such a way as to minimize inconvenience to users and personnel. Similarly, the exterior courtyard, parking lot, access points, etc., will continue to be used throughout the duration of the work. The Contractor shall ensure that users have access to the premises and facilities in a safe, healthy and uninterrupted manner.
This includes all fitting-out work, demolition, protection, patching and other work required to complete the Work, and all related work such as site preparation and clean-up, temporary protective work, repairs and modifications to existing interior fittings. All jointing, repair and drilling work required for the work herein is included.
The Contractor will be entirely responsible for controlling access to the site. In situations where the Contractor must perform work elsewhere in the building, or where he must shut down electromechanical services, he will do so outside normal user occupancy hours, as authorized by the Owner.
Finally, the Contractor will have full responsibility for health, safety and temporary protection on the worksite.

The Owner reserves the right not to consider a request for clarification from a potential bidder if such request is received less than 3 working days prior to the deadline for receipt of bids.
The Tender Documents can only be obtained via the SEAO electronic tendering system (www.seao.ca) and will be available as of April 4, 2024.
Any person or company having obtained the Tender Documents and who does not submit a tender undertakes to complete the "Non-participation Questionnaire" form included in the Tender Documents in Appendix U and to forward it to UQAM to the attention of Karine Tanguay by e-mail at tanguay.karine@uqam.ca .
Bids must be accompanied by a bid bond issued by a financial institution, as defined in section 12 of the Regulation respecting construction contracts awarded by public bodies (RLRQ, c. C-65.1, r.3) and set at 10% of the value of the Bid, valid for a period of forty-five (45) days from the Bid opening date.
In order to restrict travel, ensure social distancing and limit the exchange of material, UQAM strongly suggests that Bidders submit their bids electronically. Submitting a paper bid is more risky from the point of view of virus propagation. Tenderers must also allow for delivery times by post or courier, which are longer than normal. It is the Bidder's responsibility to take the necessary precautions to meet the deadline for submission of bids.

Electronic bids must be submitted exclusively via SEAO (see instructions on the SEAO site, art. 10.4 and SECTION 4 of the Instructions to Tenderers.

Paper bids must be submitted in sealed envelopes identifying the name of the Project. Electronic bids, to be valid and considered, must comply with the instructions set out in SECTION 4 of the Instructions to Tenderers and be received by SEAO no later than the same date and time for submission of bids as indicated above.
Tenders received by fax or e-mail are not acceptable. Tenders must be submitted electronically via SEAO, by courier or in person at the above civic address.
Only contractors having a permanent place of business in Quebec, clearly identified in their name and accessible during normal business hours, or, where an intergovernmental agreement is applicable, in Quebec or in a province or territory covered by such agreement and holding the required license under the Building Act (RLRQ, chapter B-1.1), are eligible to bid.
The Tenderers are responsible for the choice of Subcontractors and Suppliers, both for their solvency and for the content of their tender, and must inform them of the conditions they intend to impose on them and ensure that they hold the required permits and licenses.
The Owner does not undertake to accept any Tender received.
