Republic of the Philippines Department of Interior and Local Government BUREAU OF JAIL MANAGEMENT AND PENOLOGY National Capital Region 1152 Seneca Plaza Bldg., 5th Floor, E-Rodriguez Sr. Ave., New Manila, Quezon City Invitation to Bid for Design & Build for the Construction of Jail Building of Quezon City Jail Female Dormitory 1. The Bureau of Jail Management and Penology Regional Office-National Capital Region (BJMPRO-NCR), through the General Appropriations Act for FY 2019 (GAA 2019) intends to apply the sum of FOUR HUNDRED NINETY TWO MILLION THREE HUNDRED THIRTY FIVE THOUSAND NINE HUNDRED NINETEEN PESOS (Php 492,335,919.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Design and Build for the Construction of Jail Building of Quezon City Jail Female Dormitory BJMPRO-NCR IB No.W001-2019. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The BJMPRO-NCR now invites bids for the above mentioned project comprising the design and construction of the female detention building and Sewage Treatment Plant (STP) which can serves 3,000 persons. Completion of the Works is required for Four Hundred Fifty Five (455) Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.” Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. The eligibility of the design and build contractors shall be based on the legal, technical and financial requirements indicated in the Instructions to Bidders and Bid Data Sheet. In the technical requirements, the design and build contractors should be able to comply with the experience requirement under the IRR of RA 9184, where one of the parties should have at least one similar project, both in design and construction, the cost of which is equivalent to at least 50% of the ABC. In the event that the design and construction shall be accomplished separately by the parties in a JVA, sub-contracting or partnerships, as the case may be, the party that will accomplish the design should have at least one similar project, the cost of which is equivalent to at least 50% of the 3% of the ABC, while the party tasked to accomplish the construction component, should have at least one similar project, the cost of which is equivalent to at least 50% of the 97% of the ABC. 5. Interested bidders may obtain further information from the Office of the BAC Secretariat, BJMPRO-NCR, 5th Floor, 1152 Seneca Plaza Bldg., E. Rodriguez Sr. Avenue, New Manila, Quezon City and inspect the Bidding Documents at the given address from 8:00 AM to 5:00 PM, Mondays to Fridays starting November 26, 2018 to January 7, 2019. 6. A complete set of Bidding Documents may be acquired by interested bidders from the given address and upon payment of the fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (Php 50,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity(www.bjmpncr.com.ph),provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 7. The BJMPRO-NCR will hold a Pre-Bid Conference at 1:00 PM on December 3, 2018 at BJMPRO-NCR Conference Room, 4th Floor, 1152 Seneca Plaza Bldg., E. Rodriguez Sr. Avenue, New Manila, Quezon City, which shall be open to prospective bidders. Representatives of prospective bidders during the pre-bid conference shall be, as much as possible, their technical/design personnel who possess sufficient knowledge and capable of providing inputs on the technical details of the project. 8. Bids must be duly received by the BAC Secretariat at the address below on or before 9:00 AM on January 7, 2019. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bid opening shall be at 9:00 AM on January 7, 2019 at NCR Conference Room, 4th Floor, 1152 Seneca Plaza Bldg., E. Rodriguez Sr. Avenue, New Manila, Quezon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the given address. Late bids shall not be accepted. 9. The BJMPRO-NCR reserves the right to reject any and all bids, declare a failure of bidding, or not to award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR or if the funds/allotments for said program/project/activity have been withheld or reduced thru no fault of its own without thereby incurring any liability to the affected bidder or bidders. 10.
