Description
The present service concession aims at the choice of the industrial partner who will operate an aircraft dismantling and recycling unit at Charleroi Brussels South airport.
- To create a recycling channel for end-of-life/cycle aircraft and materials by capitalizing on the complementary expertise of competent partners, of which local structures could be part, to allow the recycling of up to 90% of the weight of end-of-life aircraft while reducing waste. This recycling process allows the sustainable phasing-out of the most polluting aircraft. The dismantling of aircraft requires a specific certification in order to capture the value existing in an aircraft and to valorize it on the market. It should also be noted that textiles, electrical and electronic equipment, hydraulic machinery and electronic systems are included in the waste streams processed. These dismantling and recycling operations require the construction of a hangar that must be able to accommodate at least two aircraft. This construction will be part of the QZEN (Near Zero Energy) philosophy. This call for proposals includes the operation of an aircraft dismantling and recycling unit at Charleroi Brussels South airport. The preliminary design of this hangar is also part of the present call for projects and will be carried out by the concessionaire in collaboration with the adjudicator within the limits of the financing provided for by the recovery plan for its construction. The above-mentioned design mission is preliminary in that it concerns the general design of the future hangar up to and excluding the legal missions reserved for the profession of architect and therefore excluding in particular the submission of the application for planning permission. The construction of the hangar as such will then be the subject of a subsequent and separate call for tender by the adjudicator or his representative.- To reinforce the existing industrial capacity in Europe and more specifically in Belgium by the development of a platform of industrial, technological and scientific excellence centered on the recycling of end-of-life aircraft.- To create a volume effect facilitating the necessary investments to accompany the ecological transition, started in this strategic sector that is aviation. To develop a training offer (On-Job-training) in the field for the aeronautical schools (centers of excellence), with the objective of training to the new processes resulting from recycling and dismantling and to face the lack of technical personnel in Belgium and thus to support the industrial and professional reconversion by offering new employment opportunities. The identification of the partner for the training component will be the subject of a subsequent and separate call for tenders; - Contribute to territorial and social cohesion since the project will be based on and reinforce existing training offers and will create direct and indirect jobs.
