Description
The Commonwealth requires a safer, simpler and more assured Defence Fuel Network (DFN).
The Commonwealth is working toward this objective through the Defence Fuel Transformation Program (DFTP), in partnership with industry. The proposed Fuel Services Contract (FSC) is part of the DFTP.
The objective of the FSC is to combine:
a. Maintenance Services, Operating Services and Strategic Asset Management Services (Asset Management Services); andb. Strategic Inventory Management Services and Fuel Supply (including bulk Fuel Supply), (Fuel Services)
(collectively the "FSC Services") into a separate and Defence Fuel Supply Chain (DFSC)-focused contract under the management of Commander Joint Logistics (CJLOG) as Head of the DFSC (HDFSC).
Underlining the development of the FSC is a desire to increase industry collaboration along the length of the supply chain, where appropriate to do so.
Subject to the outcome of this Request for Proposal (RFP) and any subsequent procurement process, the Commonwealth intends to enter into a single contract with an entity acting as the Integrated Managing Contractor (IMC) for all of the FSC Services.
In conducting this RFP, the Commonwealth is seeking an outcome that will:a. if appropriate, shortlist potential respondents who are capable of fulfilling the Commonwealth's requirements;b. identify potential teaming arrangements for respondents, including the nominated IMC Team Members (as defined in the RFP);c. provide the Commonwealth with value for money (VFM);d. meet the Commonwealth’s current and future Defence capability requirements;e. provide significant and sustainable benefits to the Commonwealth, Defence industry and the respondent who is ultimately successful in the process; andf. subject to the continuation of the procurement process, inform the development of the FSC documentation.
The RFP is the next stage of the procurement process, following the Invitation to Register (ITR) FSB/DFS/2019-01-1.
