Description
(1) The subject matter of the contract is the conclusion of contracts, defining the terms and conditions of procurement for the supply of environmentally friendly means of winter maintenance of artificial airport surfaces for the winter season 2023/2024, which may be awarded to the Contractor during the term of these contracts. (2) The procedure is divided into two parts:1) Part 1 - concerns the conclusion of a contract for the successive supply of de-icing fluid based on potassium acetate or potassium formate, in amounts not exceeding 280 000kg;2) Part 2 - concerns the conclusion of a contract for the successive supply of granules based on sodium acetate or sodium formate, in amounts not exceeding 80 000kg.3.Deliveries will be carried out, depending on the needs of the Employer, successively in the winter season 2023/2024, starting from the date of signing individual contracts for the above parts, until 31.12.2024r.4.The Employer requires that the supplied de-icing agents were manufactured no earlier than 3 months before the date of the order and have the CE mark.
1.Successive supply of de-icing fluid based on potassium acetate or potassium formate, in quantities not exceeding 280,000 kg.2..The fluid must have a certificate issued by a conformity assessment body, within the meaning of Article 105(2) of the PPL Act, or a test report from that body, or an equivalent document, e.g., a certificate of the SAE (Society of Automotive Engineers) AMS 1435 (Aerospace Material Specifications) standard specified for the current version of that standard, i.e., AMS 1435D (effective as of 02/11/2018), or meet the requirements of an equivalent standard. 3.The product must be labeled in accordance with EU directives.4.The product must meet the requirements of generally applicable laws.5.De-icing fluid based on potassium acetate or potassium formate must be delivered in its own pallet containers of 1000 liters. After unloading, the Contractor shall collect empty pallet-boxes in an amount equal to the number of pallet-boxes delivered. These will be pallet-boxes after other de-icing agents previously used by the Ordering Party. In the event that the Ordering Party does not have empty pallet-boxes in sufficient quantity at the moment, the Contractor may not make any claims on this account.6. The size of a single delivery - not less than 20,000 kg in pallet-boxes of 1000 l. The size of one delivery is also the minimum quantity that the Contracting Authority expects to purchase under the contract. A different size of the last two deliveries is allowed, in order to settle the total quantity of de-icing fluid indicated in point 1, if the Ordering Party wishes to use it in full.7.The Contractor shall provide a minimum 24-month warranty on the de-icing agents supplied, in terms of its suitability for use, calculated from the date of acceptance of the agent by the Ordering Party. 8.The purchased de-icing fluid shall have an effectiveness down to minus 10°C at a dose of up to 50 g/m2 for de-icing and prophylactically 20 g/m2.9.The de-icing fluid shall have a density at 20oC of at least 1.25 g/cm3 and a freezing point of at least minus 58oC.10.The supplied fluid shall be suitable for immediate use. The technology used by the Purchaser excludes changing the concentration by adding other liquid components. 11.The reservoir with the liquid chemical should be visibly labeled with the name of the product.12.Deliveries will be carried out, depending on the needs of the Ordering Party, successively in the winter season 2023/2024.Detailed conditions in terms of delivery are specified in Annex 1 to the SWZ.13.As part of the execution of the subject of the contract, the Contractor will be required to carry out two quality tests of the delivered goods. The tests will be carried out on the date indicated by the Ordering Party. The Ordering Party shall inform the Contractor about the planned testing date at least 24 hours in advance. The testing will be carried out on a batch of goods selected by the Purchaser. The Contractor shall include the cost of testing in the bid price. Quality control (testing) will be carried out by the Air Force Institute of Technology. (The quality control mentioned above is to confirm the conformity of the delivered goods with the goods for which the Contractor has submitted a tender). In addition, the Contracting Authority has the right to carry out any number of quality checks on the goods, at any time.14.The Contracting Authority absolutely requires that the Contractor whose bid is selected, within 52 days of signing the contract at the latest, obtain at its own expense the status of a Known Supplier of Airport Supplies. Details of obtaining the status are specified in Annex No. 1 to the SWZ.15.The Ordering Party requires that the de-icing agents supplied under the order be manufactured no earlier than 3 months before the date of the order.16.A detailed description of the subject of the order is provided in Annex No. 1 to the SWZ. 1.Granules based on sodium acetate or sodium formate - up to 80,000 kg.2.Granules must have a certificate issued by a conformity assessment body, within the meaning of Article 105 (2) of the PPL Act, or a report on tests conducted by this body, or an equivalent document, such as a certificate of the SAE (Society of Automotive Engineers) AMS 1431 (Aerospace Material Specifications) standard specified for the current version of this standard, i.e. AMS 1431E (effective as of 24.10.2018). Or meet the requirements of an equivalent standard. 3.The product must be labeled in accordance with EU directives.4.The product must meet the requirements of generally applicable laws.5.Granules based on sodium acetate or sodium formate should be delivered in non-returnable packages/bags of 500 kg or 1000 kg. Packages should be tightly protected against absorption of moisture from the air and meet the requirements specified in the applicable regulations. The bags should also be delivered on standardized pallets allowing storage in two layers and suitable for loading (emptying) by crane (transport ears). 6.The expected size of a single delivery - 24,000 kg. The size of one delivery is also the minimum quantity that the Ordering Party expects to purchase under a given order. The Ordering Party reserves the right to order smaller or larger deliveries, especially in the case of the last two deliveries, in order to settle the total quantity of de-icing granules indicated in item 1. if the Ordering Party wishes to fully use it. 7.For the supplied granular preparation based on sodium acetate or sodium formate, the Contractor shall provide a minimum 24-month warranty on its suitability for use, including the storage period, calculated from the date of receipt of the measure by the Ordering Party.8.The purchased de-icing compound must be effective down to minus 10°C at a dose of up to 50 g/m2 for de-icing, and up to 35 g/m2 for prophylaxis.9.The compound must have a minimum bulk density of 0.6 g/cm3.10.The content of sodium acetate or sodium formate must be at least 97%.11. 97%.11.The package/bag in which the granules will be delivered should be labeled in a prominent place with the name of the product.12. Deliveries will be carried out, depending on the needs of the Ordering Party, successively in the winter season 2023/2024.Detailed requirements for deliveries are specified in Appendix No. 1 to the SWZ.13.As part of the execution of the subject of the contract, the Contractor will be required to carry out two quality tests of the delivered goods.
