DB InfraGO AG is planning a high-performance rail link between Lübeck and Fehmarn as a connection to the Fehmarnbelt Tunnel, which is being built by Denmark.
The "Rail link to the Fehmarnbelt Fixed Link (FBQ)" project includes the planning and implementation of a rail link between Lübeck and Fehmarn and the associated connection to the Fehmarnbelt Tunnel.
The expansion to two electrified tracks throughout will create direct and fast train connections between Hamburg, Lübeck and Copenhagen for long-distance and regional commuters, tourists and freight transport. With the completion of the Fehmarnbelt Tunnel, the Belt region will grow closer together and the necessary capacities will be created in the European rail network to manage the constantly growing traffic flows through Europe in an environmentally friendly manner in the long term.
Germany has committed itself in the state treaty to double-track and electrify the railroad line between Lübeck and Puttgarden. Where this line can run in the future was discussed in advance as part of an extensive regional planning procedure (ROV) by the state of Schleswig-Holstein together with the people, municipalities and local authorities affected. DB InfraGO AG is the project sponsor for the 10 planning approval sections into which the line is divided.
The planned expansion and new construction measures for the rail link for the Fehmarn Belt Fixed Link (FBQ) have the planning title "ABS\/NBS Hamburg - Lübeck - Puttgarden (Hinterlandanbindung FBQ)". All planning approval sections (PFA) are located in Schleswig-Holstein and in the area of responsibility of the Northern Regional Division of DB InfraGO AG.
Part of the overall award (VP 1-7) is the planning, realization and commissioning of the Sund crossing (planning approval section FSQ) in the rail partnership model. The FSQ planning approval section is part of the present award procedure and the subsequent FSQ alliance.

This award includes the scope of services of VP 1 General Planning.

The award package (VP) 1 comprises the general planning for the PFA FSQ, consisting of the specialist planning\/execution planning in BIM for all trades (excluding planning services for technical equipment for railroads and traffic engineering for roads) as well as the preparation of the as-built planning (excluding planning services for technical equipment for railroads and traffic engineering for roads).
