Description

The task includes the modernisation and adaptation of the land and building registry databases by modifying the existing EGiB database in order to improve the quality and timeliness of the data, together with bringing the database into conformity with the conceptual EGiB data model as defined in the Regulation of the Minister of Regional Development and Construction of 29 March 2001. on land and building registry, including:1) development of the Order Execution Plan;2) acquisition of source materials from PZGiK and their analysis;3) modernisation works with regard to plots of land;4) modernisation works of EGIB with regard to buildings and premises;5) modernisation works of EGIB with regard to land use;6) development and presentation of a draft descriptive and cartographic documentation;7) development of the result documentation (technical documentation);8) supplying the data communications system functioning at the Contracting Authority with EGIB data sets.As part of the contract execution, the Contractor shall submit pilot works to the Contracting Authority, including the modernisation of EGiB for the registry area: Detailed scope and technical requirements and conditions of Task 1 execution are included in: description of the subject of the order (OPZ) constituting Attachment No. 2 to the ToR, and model agreement constituting Attachment No. 3.1 to the ToR. The task includes creation of a BDOT500 database for the City of Kielce recording unit, consistent with the conceptual model of BDOT500 data specified in the Regulation of the Minister of Administration and Digitization of November 2, 2015 on the database of topographic objects and the main map (Dz. U. of 2015, item 2028, as amended), including:1) providing the Contracting Authority with a technical operator containing the results of surveying works related to the creation of the BDOT500 database together with the transfer of files in GML format or another format agreed with the Contracting Authority;2) powering the PZGiK ICT system operating at the Contracting Authority with BDOT500 data;3) harmonising the BDOT500 database with databases: EGiB, GESUT and BDSOG. As part of the contract execution, the Contractor will submit to the Contracting Authority pilot works, including the creation of the BDOT500 database for the registration area: Id 266101_1.0010.The detailed scope and technical requirements and terms and conditions of Task 2 execution are contained in the description of the subject matter of the order (OPZ) constituting Attachment 2 to the ToR and specimen agreement constituting Attachment 3.2 to To ToR The task includes the performance of comprehensive digitization of the surveying and cartographic resource materials collected in the Center for Surveying and Cartographic Documentation in Kielce, together with the development of spatial and descriptive data, their integration with PZGiK database objects, the performance of relevant reports and lists and documentation of the work carried out, including:1) scanning of the resource materials: 1 000 000 conversion pages A4;2) PZGiK system power supply: documents scanned under this agreement and 350 000 documents already scanned by the Ordering Party;3) supplement the attributes of resource materials in the PZGiK system in accordance with § 9 of the Regulation of the Minister of Administration and Digitization of 5 September 2013 on the organization and mode of operation of the state surveying and cartographic resource (Journal of Laws of 2013, item 1183) hereinafter referred to as the PZGiK Regulation.As part of the contract execution, the Contractor shall submit pilot works to the Contracting Authority, including digitisation of 100 operators together with data update and linking files to the system. Detailed scope and technical requirements and conditions for Task 3 execution are included in the description of the subject matter of the contract (OPZ) constituting Annex 2 to the ToR and specimen contract constituting Annex 3.3 to To ToR The task consists in current control and verification of order execution for: 1) Task 1 - modernisation and adaptation of land and building register databases,2) Task 2 - creation of BDOT500 database,3) Task 3 - Digitization of geodetic and cartographic resource materials.The subject of the contract shall bea) ongoing control and verification of the performance of a contract for the digitization of PZGiK data, aimed at detecting and eliminating possible threats, inconsistent with the deadlines contained in the Agreement(s) for a contract for the digitization of PZGiK data and the schedule for the performance of the subject matter of the Agreement(s) for a contract for the digitization of PZGiK data and the requirements specified in the OPZ for the digitization of PZGiK data, as well as the technical standards and provisions of the law for the performance of works which are the subject of a contract for the digitization of PZGiK data;(b) technical control (quantitative and qualitative) of the results of the works covered by the PZGiK data digitisation contract.c) providing access to an Internet portal enabling current communication and visualization of the status of the works.The detailed scope and technical requirements and conditions for the execution of Task 4 are contained in the description of the subject matter of the contract (ToR) constituting Attachment No. 2 to the ToR, and the model contract constituting Attachment No. 3.4 to the ToR.
