ITEM DESCRIPTION
The Data Transfer Unit (DTU) NSN 7025-01-658-0455GC, Part Number 30192-0501 is used as part of the Integrated Vehicle Health Management System (IVHMS) currently installed on the USAF HH-60G Pave Hawk Helicopters. The IVHMS consists of an array of sensors, remote data concentrator (RDC), cockpit display unit (CDU), Data Storage and Transfer Unit (DTU), a central processing unit all connected with fiber optic cable which provides monitoring and diagnostic capabilities for rotor track and balance, engine health monitoring, gearbox and drivetrain health monitoring, and structural usage and fatigue tracking for the lifetime of the component. This system enhances the operational readiness and safety of the airframe through the early identification of damaged or degraded components and provides integrated health and usage management information that will enhance aircraft safety by identifying and precluding premature component failure.
The DTU (Figure 1), NSN 7025-01-658-0455GC, Part Number 30192-0501records aircraft data to the memory unit and allows data transfer to ground station via memory unit.
The DTU is intended for use in military aircraft operations and it must meet the original Form, Fit and Function to be certified for the use on the HH-60G SOF/PR aircraft. The requirement is unique to military applications and cannot be acquired in the commercial market, nor does there exist any items to be modified to suit the requirement.
Impediment to Competition:
The Government does not own or have access to the data for this item. Simmonds Precision Products, Inc. a part of Collins Aerospace, CAGE Code 89305 is the Original Equipment Manufacturer (OEM) for this asset. The data for this asset is proprietary to Collins Aerospace.
INTEREST
The DLA/AWB Contracting Office intends to award a sole source contract to Collins Aerospace, CAGE Code 89305 for the manufacture of the Data Transfer Unit in support of the HH-60G helicopter program. Other interested parties may identify their interest and capability to respond to the requirement no later than 2 July 2019 to the Procurement Contracting Officer, (PCO) Lorey Barwick, or to the Program Manager, Chris Boarman. (lorey.barwick.1@us.af.mil or chris.boarman.1@us.af.mil) The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
