This is a Request for Information (RFI)/Sources Sought Notice, issued in accordance with FAR 15.201(e), to conduct market research. This RFI/Sources Sought Notice is issued solely for information and planning purposes. It does not constitute either a Request for Quotation (RFQ) or a Request for Proposal (RFP); nor is it a promise to issue a RFQ/RFP in the future. This RFI/Sources Sought Notice does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not seeking proposals at this time, and will not accept any unsolicited proposals. Responders, and not the Government, will pay for any costs incurred while responding to this RFI/Sources Sought Notice. Vendors who don t respond to this RFI/Sources Sought Notice may still participate in any future RFQ/RFP. Information submitted in response to this RFI/Sources Sought Notice is strictly voluntary and becomes the property of the Government. The Government may modify this announcement in the future, as information changes.
The Government is not soliciting offers at this time. This is a RFI/Sources Sought Notice only, to gain knowledge of potential qualified sources. A solicitation is not currently available. Responses to this request will be considered for the purpose of determining how the requirement will be stated and how the procurement will be conducted. This RFI/Sources Sought Notice is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
This RFI/Sources Sought Notice is market research to help the Department of Veterans Affairs make acquisition decisions. The VA Heartland Network Contracting Office (NCO) 15 is looking VETBIZ VIP verified SDVOSB concerns, all registered under the Product Service Code (PSC) of D322 (IT and Telecom-Internet) and NAICS code of 517312 (Wireless Telecommunications Carriers (except Satellite)), in SAM, that are capable of performing this service as follows:

Description of Service:
The vendor shall provide at a minimum 2.4GHz 802.11 b/g/n bandwidth for users of the public wireless internet via Wireless Access Points (WAPS) in specific areas identified on facility drawings provided by the Veteran Affairs Medical Center (VAMC).
If wireless access cannot be established in an identified location, the vendor shall provide a cable alternative.
The vendor shall provide public wireless security.
The vendor shall provide wireless isolation via Layer 1 air gap.
The vendor shall provide for the physical security of vendor installed equipment, as needed. Due to limitations of IT closet access and space, switches, WAPS, and POE extenders, installation might require an IT closet on the floor above or below. Electrical power for switches will be the responsibility of VAMC and all respective outlying campuses.
For all installation activity, the vendor shall adhere to all standards governed by the most recent editions of the National Fire Protection Association (NFPA-101 Life Safety Code), NEC, and VA specifications.
The vendor shall be responsible for the design, configuration and installation of all cabling, access points, switches, and routers needed for the Veterans Guest Internet Access (VGIA).
The vendor shall supply the VAMC with a final wiring and equipment location map for each location upon completion of the project. See block diagram example provided.
The vendor shall provide an introduction page with usage agreements for acknowledgement at the time of login with information on the program, rules, restrictions, and usage agreements. If user does not agree and acknowledgement, user access is denied. Furthermore, users must acknowledge awareness of the risk of using a public WI-FI in accordance with existing WIFI Policy.
The vendor shall provide 24/7/365 VGIA technical support via a call center for all users of the public WIFI.

The vendor shall provide, at the medical center request, telephone support within two hours and onsite support within 24 hours (if required).
The vendor shall provide service availability with an expected uptime of 99%.
The minimum acceptable service speed shall be a high-speed circuit with an average 1Mbps upload and an average 10Mbps download delivered over an appropriately sized WAN.
The vendor shall monitor the typical usage of access points and Internet gateway(s) to define high usage areas; the vendor shall notify the VAMC of these locations. The vendor will help the VAMC re-evaluate and upgrade the bandwidth should the VAMC determine there is need. The number of projected users is 2000 patient visits per day on a 250-day annual basis.
The vendor shall test, validate, repair, replace as needed, and maintain installed VGIA equipment in accordance with the VAMC service agreement. The vendor shall relinquish ownership of any installed cabling and related non-electrical equipment to the VAMC upon completion of the service term.
The vendor will state having no relation to, and having no past or current affiliation with, any Veteran Affairs employee.
