NATO - Cross Domain Gateway 5

Description

In accordance with Reference A through E, the NCI Agency, as host nation, hereby gives notice of its intent to issue an Invitation for Bid (IFB) for the provision of Cross Domain Gateway 5 under the Basic Ordering Agreement Plus (BOA+) procedures outlined in Reference E.

Following the BC authorization the IFB is currently under preparation and planned to be issued in Q3 2022.

The envisaged procurement procedure for this IFB will be the BOA+ procedures.

The successful quote, pursuant to the IFB following this NOI, will be that quote which is the lowest price and technically compliant in accordance with the evaluation criteria prescribed in the IFB.

An initial bidders list proposed by the NCI is to be found in Annex A. Interested companies holding an active BOA with the Agency may require inclusion to the POC listed in paragraph 12.

In addition, any interested companies without an active BOA can contact the National Authorities to request inclusion on the bidders List.

National responsible authorities are kindly requested to provide to the NCI Agency Declarations of Eligibility, not later than 10 August 2022 of qualified and certified firms which are interested in bidding for this project.

In addition to the certification of the firm’s security clearances required under this NOI, the Declarations of Eligibility should include the following information for each of the nominated firms:
- name of the firm,
- telephone number
- email address
- point of contact

Requests for participation in this competition received directly from individual firms without an active NCI Agency BOA cannot be considered.

The estimated investment cost for the services and deliverables included within the basic scope of the intended contract is EUR 600,000 for period Q3 and Q4 2022.

The NCI Agency plans to issue the IFB in Q3 2022. Contract award is planned for Q3 2022.

Bidders will be required to declare a bid validity of 6 months from closing date for receipt of bids. Should the selection and award procedure exceed the Bid Closing Date by more than 6 months, firms will be requested to voluntarily extend the validity of their bids. Bidders may decline to do so, withdraw their bid and excuse themselves from the bidding process without penalty.

National authorities are advised that the IFB package is anticipated to be NATO UNCLASSIFIED.

The successful bidder will be required to handle and store classified information up to the level of NATO SECRET. In addition, contractor personnel will be required to work in Class I Security areas, and therefore, access can only be permitted to cleared individuals. Only companies maintaining such cleared facilities and the appropriate personnel clearances will be able to perform the resulting contract.

1. Introduction

NATO HQ has an existing system called “Cross Domain Gateway (CDGW) 5” that provides a secure one way data transfer service for both file and email between two different networks.
CDGW5 uses a combination of firewalls, file transfer proxies, email gateways, and data diodes in a multi-layered architecture for policy enforcement, protocol compliance, and boundary protection. File transfer proxies and email gateways are integrated with the data diodes and are used to enforce strict file transfer and email policies.
Some of the hardware components of this system will be end of life in 2023. The plan is to
completely refresh this system before the end of 2022.

2. Scope

The scope of this statement of work (SOW) is to procure a new system replacing the old system with the exact same functionalities.
The SOW describes the detailed requirements and the different elements for provisioning the system as well as the responsibilities of the vendor.

The project will consist of following milestones:

Milestone 8: Decommissioning of the old system
