Provision of Creative Advertising and Digital Services
Brief Description:
Community Creations CLG trading as ‘Crisis Text Line’ intends to initiate a public tender for the appointment of a Creative Agency for the Provision of Creative Advertising and Digital Services to assist with the public launch of the service in early February 2020 and the development of a post-launch brand and marketing strategy.
This work will support Crisis Text Line’s organisational objectives to;

Launch the service to the 16-34 year old demographic in Ireland,
Develop public information and advice on accessing the services in line with brand/marketing strategies,
Position the service brand amongst 16-34a as suitable and relevant for support on any issue, for anyone, any time (24/7) in an inclusive way, and one that maximises the attractiveness of the service, and encourages young people to reach out when they need to,
The brand and marketing strategies should seek to engage younger men in particular given their low level of help-seeking in comparison to their female counterparts and also engage priority groups, including young LGBTI+ people, and young people from socially excluded groups.

1. Background and Overview
Community Creations CLG is a non-profit organisation (registered charity: 20057923) which currently operates the award-winning youth information website SpunOut.ie. In 2020 a new text-based active listening service will be launched by the company under the name ‘Crisis Text Line Ireland’. This is a national service that supports people in crisis through text and instant message.
Crisis Text Line is Ireland’s first free 24/7 text service for anyone in crisis anytime, anywhere. It’s a place to go if you’re struggling to cope and you need immediate help.
The Crisis Text Line platform will connect texters with a volunteer, who is most likely at home, who has been trained to listen, reassure and guide people from a hot moment to a cool calm.
All conversations are anonymous, unless the texter wants to give their name, and are reviewed in real time by a team of qualified staff supervisors who will support volunteers to listen to and support texters.
The platform uses artificial intelligence (AI) to scan the initial messages from texters for keywords to identify those likely to be at immediate risk and prioritise those conversations in the queue.
2. Invitation to tender
The purpose of the tender is to appoint a Creative Agency to create a launch campaign for Crisis Text Line in Ireland and a post-launch brand and marketing strategy.
The scope of work required by Crisis Text Line includes the following:
Creative Services

Provide integrated communications solutions to achieve campaign objectives
Provide strategic planning, evidence-based and creative recommendations to support programme objectives
Plan and manage integrated programmes to achieve programme objectives
Design development, development, copywriting and production of concepts and materials
Focus testing of scripts and creative concepts and solutions with target audiences
Review campaign solutions and concepts from a national and international sources
Input into evaluation models to assess the effectiveness of proposed and completed programmes
Liaise as required with Crisis Text Line, partner organisations, service providers and other suppliers to ensure all programmes and solutions are fully integrated, effective, value for money and client-centred
Provide detailed budget breakdown for all projects prior to commencement of any work
Provide Crisis Text Line with periodical, accurate reporting of Work in Progress and budgeting

Digital Services

Provide integrated strategic services and recommendations on the use of digital platforms to achieve organisational and campaign objectives
Provide integrated services and solutions on the provision of consistent and quality information on mobile, social media and websites and any emerging technologies
Provide services such as graphics and video production to achieve organisational and campaign objectives
Ensure all proposed solutions are evidence based and incorporate learnings from international sources
Ensure that all solutions demonstrate an understanding of the importance of providing value for money and ensure maximum use of available resources

All work product will remain the property of Community Creations CLG.
3. Submissions
Quotations should be sent by email for the attention of Ian Power, Crisis Text Line Ireland at ian@crisistextline.ie and must be received by 5pm on the 13th December 2019. Tenders received after this date/time will not be considered.
The successful applicant must be in a position to begin work as soon as possible and fulfil the contract requirements within the time period set out in this document.
Questions relating to the clarification of any part of this process can only be replied to in written format for transparency reasons.
Submissions must comprise of:

Detailed breakdown of all costs including VAT
Demonstrate knowledge and experience of delivering similar projects, including examples of successful delivery or similar projects
Demonstrate the skills to deliver the project competently and on time through a proposed project approach and timeline
Personnel Specification – details of personnel to be involved in the delivery of the project
Up-to-date Tax Clearance Certificate

4. Evaluation
Quotations received will be reviewed by Crisis Text Line Ireland for suitability. Follow up meetings may potentially take place with some or all of the applicants. Each quotation received will be assessed under the following criteria:

Total cost
Quality of work (evidenced by examples of similar previously delivered projects)
Capacity and capability of service provider to deliver to timelines and budget
Ability to produce an up-to-date Tax Clearance Certificate with proposal (required, no points awarded)
Compliance with tender process

5. Tender Award
The successful applicant will be notified within 3 working days of the closing deadline for submissions. All other applicants will be informed of the outcome of the process thereafter.
