France - Creation, improvement and maintenance of public spaces. Roadworks, networks and signage

Description

The purpose of this framework agreement is to create, improve and maintain public spaces (roadworks, networks and signage) in the Lorient Agglomération area, for all operations costing more than €50,000 excluding VAT.

The subsequent contracts resulting from this framework agreement will concern ordinary road development operations, which may also include sewage network or flexible network civil engineering work.
The contracting authority may use third-party contracts, outside the scope of this framework agreement, for operations where :
- either the proportion of network work is predominant,
- or the technical skills required for these network works do not fall within the scope of the present framework agreement (drinking water supply, public lighting, electricity supply, etc.), or
- Or the roadworks involve work that is largely non-routine, requiring specialized skills and expertise not covered by the framework agreement.
- Or the development of public spaces to be carried out is part of a works operation awarded in separate lots, for which recourse to the present contract would make it technically difficult or financially more costly to carry out the services.
