The Free and Hanseatic City of Hamburg, represented by the Central Procurement Office of the Ministry of the Interior and Sports (organizationally affiliated with the Hamburg Police), intends to conclude a service contract on behalf of the Hamburg Police for the towing and recovery of vehicles and vehicle parts on the basis of measures taken by the police as well as regulatory measures taken by the market supervisors of the district offices in the Free and Hanseatic City of Hamburg.
The Free and Hanseatic City of Hamburg is responsible for ensuring compliance with road traffic law, criminal procedure law and danger prevention law. It therefore has the task of immediately eliminating disturbances to public safety and order on traffic and market areas within its territory, in particular hazards, obstructions or nuisances that have already occurred or are imminent due to vehicles or vehicle parts parked in contravention of traffic regulations, by means of towing measures (seizures and relocations) and salvage operations. For the purpose of securing evidence and/or property, it shall secure vehicles.
For these purposes, vehicles and/or vehicle parts will be towed away or recovered by commissioning suitable private towing or recovery companies and, in special cases, stored on the contractor's premises.
