Description

The aim of the tender is to ensure the smooth operation of DLR's own satellite ground station in Oberpfaffenhofen as part of ground operations at the German Space Operations Center (GSOC) by taking over support services from GDS personnel (engineers) for various satellite support missions. The staff of the future contractor involved in the operation of the ground station shall have security clearance Ü1 for confidential contracts. In accordance with the provisions of the GHB (Geheimschutzhandbuch), the potential Contractor shall be included in the GHB (Geheimschutzbetreuung) (Secret Protection Support Service) of the Federal Ministry of Economics and Energy (Bundesministerium für Wirtschaft und Energie) upon issue of the Security Notice (Section 2.4.1 GHB) in accordance with the Security Inspection Act (SÜG) and the GHB in the respectively applicable version. The potential contractor acknowledges the provisions of the GHB (Geheimschutzhandbuch) including the appendices in their current version as legally binding and undertakes to take all necessary organisational, personnel and material security measures in accordance with the GHB. In addition, the provisions of the Satellite Data Protection Act (Gesetz zum Schutz vor Sicherheitsbedrohungen der Bundesrepublik Deutschland durch Verbreitung hochwertiger Erdfernerkundungsdaten - SatDSiG) shall apply (Act on the Protection of the Federal Republic of Germany against Security Threats through the Distribution of High-quality Earth Observation Data - Gesetz zur Schutz vor Sicherheitsbedrohungen der Bundesrepublik Deutschland durch Verbreitung hochwertiger Erdfernerkundungsdaten - SatDSiG) and the following must be observed: The requirements of the export control law applicable to the project must be taken into account, in particular the handling of goods under the Foreign Trade Regulation (AWV), the EC Dual-Use Regulation (EC Regulation 428/2009), the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR).The work in the field of ground operations (GDS), which includes both communications technology and scientific missions, can be divided into 3 main phase groups - the project tasks preparation phases:-- requirements analysis, -- design, -- construction, integration and testing, -- preparation of corresponding project documentation. - The project tasks Implementation phases:-- Test, -- Training and simulation, -- LEOP, -- Routine, -- Creation of corresponding project documentation. - the general project tasks:-- Multi-mission activities, -- Interface to external networks, -- GDS day-to-day business, -- Scheduling, -- Support in system maintenance.
