The client is a subsidiary of Toll Collect GmbH, which is a company of the BMDV organized under private law. The task of Mobilfunkinfrastrukturgesellschaft mbH is to implement the Federal Government's Mobile Communications Promotion Directive, and in particular to make a significant contribution to removing currently existing obstacles to expansion for the intended seamless 4th generation mobile communications coverage and thus to actively drive forward the expansion of the mobile communications network.With this invitation to tender, the contracting authority is looking for contractors within the framework of a dynamic procurement system who, in order to implement the "Mobile Communications Promotion" funding directive of 08.06.2021, will undertake the site acquisition and preparation of approx. 500 sites for mobile communications masts, which will be awarded in individual sprints. In particular, municipal preliminary consultations as well as the specific site search and associated contract negotiations are the subject of this invitation to tender.
The funding process described on the website of the MIG (LINK: https://netzda-mig.de/mobilfunkausbau#c98) is divided into 7 process steps, from the coverage analysis to determine the undersupply in terms of the funding guideline "Mobilfunkförderung" of 08.06.2021 to the issuance of the grant notice and the subsequent monitoring of the implementation.The subject of this tender is the holistic organizational preparation of the sites for new mobile towers in the course of the process step of site preparation.The services of the contractors include in particular:- Municipal preliminary consultations in accordance with the agreement on the exchange of information and the participation of municipalities in the expansion of mobile communications networks of June 8, 2020 and the participation of municipalities in accordance with Section 7a of the 26th BImSchV- Identification of suitable site candidates- Conduct of contract negotiations and preparation of preliminary lease agreements and lease agreements ready for signature incl. Documentation of the securing of access and the possibility of connecting the mobile communications site with regard to an optical fiber connection, if necessary Preparation of the site utilization by coordinating with the authorities responsible for the necessary public-law approvals, exceptions and exemptions and other requirements- Delivery of fortnightly status reports- Complete documentation of the final result of the site acquisitionThe customer will communicate its respective concrete site requirements within the framework of a dynamic procedure with an invitation to submit offers to the companies suitable at that time (applicant pool).
