Description
The construction of Spanish Town Hospital is a major initiative under the reformulated loan/grant arrangements. Contractually, the construction of the hospital is being implemented under the rubric of the Federation of International Consulting Engineers (FIDIC) Red Book contract administration. In that regard, the procurement of a works contractor has concluded, and the execution of the works contract is nearing completion. In accordance with FIDIC Red Book requirements, an “Engineer” will be engaged by the Employer/Ministry of Health and Wellness.
The consultant/engineering firm should have a minimum of 10 years general experience in managing/supervising construction projects of similar size and complexity as the Spanish Town Hospital Works. Experience in administering FIDIC Red Book contracts for projects similar to the Spanish Town Hospital Works would be considered an advantage.
The Engineer will provide oversight in the implementation of the works at the Spanish Town Hospital and that include Architectural and Landscaping Implementation, Electrical, Mechanical and Plumbing Installations, Heating, Ventilation, and Air Conditioning (HVAC), Sewage, Drainage and IT Installations, Medical Gases, Medical Equipment and Hospital Furniture Installations and all other works to completion. The Engineer fulfils the project manager or contract administration role in the FIDIC Red Book under the General Conditions of Contract (GCC) of the Spanish Town Hospital Works Sub-Clause.
The Employer will establish a Technical Working Group (TWG) to function for the duration of the project in two phases. Under Phase 1, the Coordinator of the TWG will assume all the responsibilities of the “Engineer” as per the FIDIC Red Book following the TWG´s defined procedure for decision making and with its support pending the engagement of a FIDIC engineering firm – the subject of this Terms of Reference – and the appointment of an Engineer from the firm to assume this role.
Under Phase 2, the scope of work of the TWG will involve an advisory role to the Ministry/Employer in ensuring compliance of the “Engineer” with the approved Terms of Reference for the “FIDIC Engineer” (See Annex A) Once the engineering firm is engaged, the Employer will appoint the Team Leader proposed by the engineering firm in its offer that was approved during the bid evaluation to act as the Engineer, who will have the support of the engaged FIDIC engineering firm and the Construction Supervision Firm that includes as a subcontractor a Commissioning Agent.
