CONSULTANCY SERVICES FOR THE COMPLETION OF UNFINISHED BUILDING IN THE PORT AREA Contract MPA 610/2024 e-Procurement Reference No.: MPA/IFB/2024/186   The Mauritius Ports Authorityis inviting proposals from local Consultants through the Government e-Procurement System for the Contract MPA 610/2024 – Consultancy Services for the Completion of Unfinished Building in the Port Areaas morefully described in the bidding document. The bidding exercise shall be conducted through Open National Bidding method according to the rules and regulations of Mauritius. The consultancy services comprise the following inter-alia: - to make the existing building fully functional for office use;  to provide both a mezzanine floor between the ground floor and first floor and an additional floor on the existing roof slab; provide all appropriate services (water, sewage disposal, electricity, data and telecommunication networking, CCTV, access control, firefighting system etc.); means of escape to ensure compliance to all Health and Safety requirements applicable for the proposed undertaking; design the parking area to cater for the maximum number of vehicles; and site works for the building and parking space (pavement, fencing, drainage etc.). Pre – Proposal Conference Consultants are invited to attend a pre-proposal conference on Wednesday 08 May2024 at 10.00 hours at the Conference Room, Ground Floor, H. Ramnarain Building, Mer Rouge, Port Louis. Submission of Proposals Bidding documents may be downloaded from the Government e-Procurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system:  MPA/IFB/2024/186. Proposals (Technical & Financial) must be submitted online on the e-Procurement System at latest by Wednesday 29 May 2024 at 15.00 hours. Consultants having submitted proposals online by the closing date and time shall decrypt and re-encrypt their bids from Wednesday 29 May 2024 from 16.01 hours up to Thursday 30 May 2024 at 14.00 hours. Technical proposals will be opened online at the Mauritius Ports Authority on Thursday 30 May 2024 at 14.05 hours in the presence of bidders or their representatives who choose to attend. The Mauritius Ports Authority reserves the right to accept or reject any proposal and to annul the bidding process and reject all proposals at any time prior to award of the Contract without thereby incurring any liability to any bidder. Registration of Consultants on the e-Procurement System All potential Consultants are kindly requested to register their companies on the e-Procurement System, as registration is mandatory for a supplier to submit a bid online. You may wish to refer to the manual and video available on the “How to?” menu of the e-PS website for information about registration. Furthermore, it is mandatory for Consultants to use a Digital Signature Certificate (DSC) for encryption/decryption of their bid data and for digital signing of bids. A DSC for the e-Procurement Class can be purchased from the Certification Authority MauSign by applying online on the website https://mausign.govmu.org/. In order to initiate suppliers on e-PS, the Procurement Policy Office organises regular training sessions on the e-Procurement System. These training sessions are usually held at the Procurement Policy Office, 8th Floor, E. Anquetil Building, Port Louis, Mauritius, over 2 half days and include a theoretical / demonstration component on the first day followed by a practical session on the second day. The Procurement Policy Office also provides support to the users of e-PS through its dedicated Help Desk operating during business hours.
