Description
The government of the People's Republic of Bangladesh has received financing from the World Bank towards the cost of the Bangladesh Environmental Sustainability and Transformation (BEST) Project and intends to apply part of the proceeds for consulting services.
The consulting services ("the services")
Assignment A
Preparation of site-specific engineering surveys, detailed engineering design, development of site-specific environmental and social impact assessments (ESIAs) and environment and social management plans (ESMPs) of about 37 infrastructure office facilities in different divisions/districts of Bangladesh.
This includes a 12 storied building in Dhaka, preparation of bidding documents and technical advice to the authority during bidding process for the infrastructure construction.
Assignment B
Subject to successful completion of the assignment, supervision and management of construction works referred to in Assignment A, including the implementation of the ESMPs.
The duration of the contract will be 36 months, while Assignment B will become effective upon successful completion of Assignment A by the 15th month after signing the consultancy contract and up to the satisfaction of the client.
A lump-sum contract will cover services specified in Assignment A and a time-based contract will cover services specified in Assignment B.
The Terms of Reference (ToR) for the primary procurement stage for the assignment can be found on the purchasing authority's website.
The purchasing authority now invites eligible consulting firms ("consultants") to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The shortlisting criteria are:
- at least 10 years of general experience
- specific experience of conducting/finishing 2 similar nature assignment(s)/project(s) in the last 5 years
- availability of appropriate skills/expertise among staff demonstrates expertise to handle such assignments in terms of resources
- audited financial reports of the proposers for the last 3 years
- availability of other resources - logistical and support services of the firm
- updated trade license, VAT and IT certificate
- experience of working with well experienced in PPR 2008
Joint ventures (JVs) are acceptable - in the case of a JV, mention the name of the lead firm
Work experience of a similar nature with the development partner or donor fund is preferable.
Key experts will not be evaluated at the shortlisting stage.
The shortlist will contain 3 to 8 firms.
The attention of interested consultants is drawn to section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulation for IPF Borrowers" July 2016, revised November 2020 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the quality and cost-based selection (QCBS) method described in the Procurement Regulations and to be specifically set out in the request for proposals.
