Description

The purpose of this contractual procedure is to select the most convenient offer for the CONSTRUCTION OF THE CIVIL WORKS OF THE GUANGARCUCHO WASTEWATER TREATMENT PLANT, SUPPLY, INSTALLATION AND TESTING OF EQUIPMENT (including a lot of spare parts for the continuous and uninterrupted operation of the treatment plant), START-UP, COMMISSIONING AND OPERATIONAL SUPPORT OF THE PLANT, in the city of Cuenca, Republic of Ecuador, in accordance with the contents of these Bidding Documents and the definitive and updated studies and designs of the Project; the treatment system for the liquid phase consists of CONVENTIONAL ACTIVATED SLUDGE and for the solid phase it has been foreseen thickening (by gravity for primary sludge -, creams and foams, and in bands for secondary sludge), anaerobic digestion, dehydration and generation of electric energy from biogas, systems for odor control.
ETAPA EP has received two loans from the European Investment Bank (EIB) and the Corporación Andina de Fomento (CAF) for the "Construction and Start-up of the WWTP-G" project, and will use part of the funds for the construction and start-up of the plant, which is designed with a conventional activated sludge system (water line, inlet structures, screens, station, and other equipment): Arrival structures, screens, pumping station, desanders, primary decanters, biological reactors, secondary decanters and UV disinfection; sludge line: gravity and belt thickeners, anaerobic digestion, dewatering, storage, biogas power generation); the average design flow is 1.Estimated works will be executed for a period of 36 months starting June 2024 (24 months for construction, 6 months for start-up and commissioning of the entire system, and 6 months of operation assisted by ETAPA EP personnel); interested firms must provide information demonstrating that they have the qualifications and relevant experience required to execute the works. The evaluation of the Technical Proposal shall include the evaluation of the Bidder's technical capability to mobilize equipment and key personnel in such a way that the execution of the Contract is consistent with its proposal in terms of methodology, schedules and origin of materials in sufficient detail in accordance with the requirements stipulated in the Project documents.The Bidder shall comply with the minimum requirements detailed in the Process Documents, which are related to: i) Eligibility; ii) Contract performance history; iii) Financial standing; iv) Experience; v) Contractor's Representative and Key Personnel; and, vi) Equipment.The Employer shall select the Bidder that has submitted the Bid evaluated as the lowest evaluated Bid that complies with the requirements and the qualification and evaluation criteria specified in the Bidding Documents. The Bid must comply with the technical requirements established in the Bidding Documents (scope of works, technical specifications, environmental, social and occupational health and safety requirements, drawings and supplementary information) and meet, among others, the qualification criteria regarding general and specific experience, average annual turnover and financial capacity as detailed in the Evaluation and Qualification Criteria of the Bidding Documents.The Tender will be carried out through International Open Procedure, as specified in the Procurement Guide for EIB Financed Projects, September 2018 (available at https://www.eib.org/en/publications/guide-to-procurement), and is open to companies originating from all countries of the world.Interested Eligible Bidders may obtain additional information and consult the Bidding Documents at the website: www.etapa.net.ec/noticias/convocatorias/ and at: ETAPA EP offices in Guangarcucho, (593 7) 2831900, ptarg@etapa.net.ec. A Bid Maintenance Guarantee of ONE MILLION UNITED STATES DOLLARS 00/100 (USD$1,000,000.00) complying with the conditions indicated in the Bidding Documents must be attached to all bids.All bids must be submitted in writing in sealed envelopes bearing the following legend: "Bid for the Construction and Start-up of the Guangarcucho Wastewater Treatment Plant (PTAR-G) in Cuenca, Province of Azuay, Republic of Ecuador" before March 15, 2024 at 11:00 a.m. at the address indicated in this document.
