DESCRIPTION
The Société de l'assurance automobile du Québec is soliciting bids for the acquisition of construction services under the contract for "Construction work for the installation of an electrical network and static transfer switch (STS) equipment".
The auction will be based on the lowest price submitted and the lowest price submitted.

NON-BINDING GENERAL INFORMATION MEETING
In addition to the specifications and terms and conditions described in this call for tenders, the Corporation recommends that contractors conduct a site visit.
During this visit, the Company will not answer any questions. All questions should be sent by e-mail to the bidder (see Article 1.13) after the visit.
The tour of the premises must be by appointment and will be conducted between 9:30 a.m. and 3:30 p.m., between July 29, 2019 and August 2, 2019. During the visit, please report to the security guard at the following address:

BID SECURITY
The bidder must provide a bid security valid for a period of 45 days from the deadline date and time set for receipt of bids:
1) an amount of at least 10% of the amount submitted. The guarantee must be in the form of a bid bond issued by a company legally authorized to act as guarantor in favour of the Company. This bond must comply with the provisions of the model bond provided in the appendix to the call for tenders.

THE ADDITION OF ANY CONDITIONS OR CHANGES IN THE TEXT OF THE BID BOND ANNEX AND THE IRREVOCABLE LETTER OF GUARANTEE ANNEX OF THE BIDDING DOCUMENT WILL RENDER THE BID NON-COMPLIANT.
The Company retains the bid security of the lowest compliant bidder until the contract is signed. It also retains the bid security of the second and third lowest compliant bidders for a maximum of 45 days or until the contract is signed by the successful bidder. The bid security will be given to the successful tenderer in exchange for the performance security at the time of signing the contract.
PERFORMANCE BOND
Before the contract is signed, the successful bidder will be required to provide a performance bond in the amount of fifty percent (50%) of the contract amount, in the form of a bond issued by a company legally authorized to act as guarantor, in accordance with the third paragraph of section 12 of the Regulation respecting contracts for construction work by public bodies. This bond must be issued to the Société de l'assurance automobile du Québec and must comply with the provisions of the model bond provided in the appendix to the call for tenders.
GUARANTEE OF THE CONTRACTOR'S OBLIGATIONS FOR PLEDGES, MATERIALS AND SERVICES
Before the contract is signed, the contractor whose name is selected will be required to provide a guarantee of the contractor's obligations for pledges, materials and services in an amount equivalent to fifty percent (50%) of the amount of the contract, in the form of a bond issued by a company legally authorized to act as guarantor, in accordance with the third paragraph of section 12 of the Regulation respecting contracts for construction work by public bodies. This bond must be issued to the Société de l'assurance automobile du Québec and must comply with the provisions of the model bond provided in the appendix.
If the Contractor fails or neglects to comply with its obligations for pledges, materials and services, the Corporation may use the Contractor's obligations for pledges, materials and services coverage to remedy, as it sees fit, any omissions or negligence found.
ELIGIBILITY - RBQ LICENSE
The contractor must hold a valid licence that is not subject to a construction contractor restriction issued by the Régie du bâtiment du Québec, in the "Specialized Contractor" category and in sub-category No. 16 "Electrical Contractor".
A contractor who does not hold these exact licenses but other licenses that include those requested must bring it to the attention of the Company in its offer of services.
AVAILABILITY OF TENDER DOCUMENTS
The documents will only be available via the electronic tendering system (SEAO). The cost of the documents is determined by SEAO.
ELECTRONIC SUBMISSION
For the purposes of this call for tenders, tenders may be submitted in paper or electronic form. Electronic bids can only be submitted through the Government Electronic Tendering System (GETS).
Exceptionally, and until May 31, 2019, the bidder may file one bid electronically and a second bid in paper format without being considered to have filed more than one bid. The Company's representative will only consider a paper submission if the Company's representative can only verify the integrity of the electronic submission when opening the bids.
RESERVE
The Société de l'assurance automobile du Québec does not undertake to accept either the lowest or any of the offers received.
