Description

The subject of the order is to design and build a biomass-fired CHP plant in such a way that the parameters are achieved and maintained at a level not worse than in the offer, to connect the constructed installation with the existing heat plant into one cooperating and jointly operated, automated heating system and to provide warranty and post-warranty service in accordance with the provisions of the contract. The constructed heat and power plant is equipped with a steam boiler of rated power min. 10.56 MW and capacity min. 12.50 t/h steam for the needs of the turbine (plus own needs), fired with biomass and a turbine of min. 2.07 MWel at generator terminals.
The subject of the contract is the design and turnkey modernization of the existing heat and power plant of Miejskie Przedsiębiorstwo Energetyki Cieplnej in Wyszków consisting in the construction of a high-efficiency cogeneration system with the use of renewable energy sources (biomass) and the provision of the service of the turbine generator and the steam boiler.2 The Contracting Authority has defined the required technical parameters (boundary conditions) of the cogeneration system in Appendix 1/1.3The guaranteed technical parameters (boundary conditions) offered to the Contracting Authority by the Contractor of the cogeneration system will be determined by the Contractor by supplementing Appendix no. 1/1 to the ToR by the Contractor.4 The boundary conditions, required technical parameters and minimum technical requirements (boundary conditions) for the proposed equipment and materials are defined by the Contracting Authority in the ToR together with Appendix 5.The Contracting Authority has defined the material scope of the task consisting in building a complete biomass-fired power plant in the ToR and its annexes, in particular in the functional and utility programme and in the construction design.6 The Contractor's task is - after a technical and economic analysis - to propose to the Contracting Authority the optimal, in the opinion of the Contractor, configuration of the technological system (a set of heat and power generating equipment), guaranteeing the best technical and utility (operation) parameters, for the proposed bid price.7The construction design (ToR Part III), prepared in accordance with the applicable laws, only defines the minimum scope of work to be performed in connection with the performance of the contract subject matter referred to in the contract, Part I.8The solutions included in the construction design, the selection of equipment and the resulting technical parameters directly related to heat and power production (such as pressures, temperatures, etc.) indicate only one of the possible solutions, without limiting the Economic Operator in this respect, allowing him to submit a tender for the performance of the subject matter of the contract referred to in the contract, Part I, in the manner referred to in item 6, with the proviso that the technical solutions proposed by the Economic Operator, as well as the entire tender, must meet the requirements included in the ToR and the annexes and guarantee the efficiency of operation declared by the Economic Operator.9The subject matter of the contract must be performed on the basis of design documentation (construction design - Part III of the ToR), issued, valid building permit, decision on environmental conditions (RDOŚ), technical conditions for connection to the distribution network (PGE) and requirements contained in the ToR (with annexes).10. The scope of the Contractor's obligations to the Contracting Authority includes all elements which are necessary for the subject of the contract to meet the Contracting Authority's requirements contained in the ToR with annexes, achieve the required objectives and the parameters guaranteed by the Contractor, even if any elements are not explicitly specified in the contract or the ToR with annexes.11The scope of the Contractor's performance includes, in particular:11.1. design works;11.2. construction works of the heat and power plant building;11.3. supply and installation of all elements necessary to complete the subject matter of the contract;11.4. 11.4. provision of full and comprehensive warranty service of the entire CHP system together with the delivery of necessary parts, components and consumables for the period of 2 years from the date of obtaining by the Ordering Party the license required by law from the Energy Regulatory Office;11.5. provision of post-warranty service of the turbine generator under the rules, on dates and for the period referred to in Part II of the contract and boiler service under the rules, on dates and for the period referred to in Part III of the contract.
