Description

Design, supply and installation of a total of 7 gas-fired boilers á 40 MW, including the associated complete plant construction at the site HKW Moabit (project "Moka" 3 boilers) and HKW Reuter West (project "RGH" - 4 boilers) in Berlin.
This announcement is also available in English. For this, please check the participation documents on the German eVergabe.------------------------------------------- platform. The objective of the project is to construct additional gas-fired district heating generation plants at the Reuter West and Moabit district heating generation sites in order to replace the coal-fired plants at the sites and to enable the coal phase-out in Berlin by 2030.At the Reuter West site, a 4-boiler plant with a total production capacity of 160 MWth is to be constructed for this purpose, and at the Moabit site, a 3-boiler plant with a total production capacity of 120 MWth. A total of 7 identical gas-fired hot water generators with a capacity of 40MWth each are to be installed at both sites. The hot water generators are to be operated hybrid with natural gas and/or hydrogen. Both plants are to achieve the lowest BREF values with their emissions. The project is to be awarded in 2 main lots:Lot (1): Design, supply and installation of a total of 7 gas-fired boilers á 40 MW, including associated complete plant construction at the site HKW Moabit (project "Moka" 3 boilers) and HKW Reuter West (project "RGH" - 4 boilers) -> part of this announcementLot (2): Civil engineering conversion and refurbishment works of the listed boiler house 2 to accommodate 3 new hot water generating units at HKW Moabit -> NOT part of this notice (will be tendered later)The "civil engineering" for RGH, which mainly includes the enclosure of the boiler plant, has already been awarded in a separate tender -> NOT part of this notice (has already been awarded)Lot 1 includes:- 2 turnkey gas-fired boiler plants at 2 different locations consisting of a total of 7 identical boilers,- the associated connecting piping to the existing plant (incl. chimney with silencer and device for emission measurement,- plant steel construction, secondary steel construction also for operating platforms and platforms, waste water systems,- associated electrical and control technology (transformers, cables, control cabinets) as well as the electrotechnical connection to the existing plant and control connection to the existing system. The systems must be suitable for BOB 72.The interfaces for the district heating, E-technical and gas connections are located close to the boiler plant (with the exception of the gas transfer station for the RGH project). The subsequent contractor is responsible for the complete design, procurement, installation and commissioning of its scope of supply and the CE marking of the two complete systems. For design specifications and commissioning of the district heating integration, the responsibility lies with the client.A functional tender will be prepared. Accordingly, the contractor can offer standardized solutions. In addition, there is flexibility in the schedule to optimize the production and/or execution sequence.Project description Moka:The "Heizkraftwerk Moabit" is located at Friedrich-Krause-Ufer 10-15 in 13353 Berlin. The boiler plant in Moabit will be erected in an existing old boiler house, which already contains a boiler plant consisting of 2 gas-fired boilers. The construction will therefore take place in a "brownfield" environment, directly adjacent to operating plants. Lot (2), which is not part of this RFP, performs preparatory work in the old boiler house. This is to prepare the building for the erection of the boiler plant in order to enable, for example, heavy-duty transport. The electrotechnical connection of the new plant will be made to the existing 10kV voltage level (the scope of supply includes the position and installation of two 10/kV/0.4 kV transformers). It must be possible to operate the new plant to be built from the existing control room in Moabit and the Berlin heat control room currently under construction. Commissioning of the new plant is planned for Q1 2027.Project description RGH:The "Reuter West CHP plant" is located at the Große Spreering in Berlin. The boiler plant in Reuter West will be constructed next to the existing heat storage facility. The construction will take place on a prepared construction site, directly next to plants in operation. The electrotechnical connection of the new plant will be made to the existing 10kV voltage level (the scope of supply includes the positioning and installation of two 10/kV/0.4 kV transformers). The natural gas will be transferred from the gas network operator (existing GDRMA) to the plant at the existing transfer point via a new gas pipeline to be constructed. It must be possible to serve the plant from the existing control room and the Berlin heat control room of the contracting authority, which is currently under construction. The commissioning of the new plant is planned for Q4 2027.Due to the size and scope of the procurement here, the application of bidding consortia / consortia in accordance with the following procedural rules is expressly desired and possible, but not mandatory.
