Description

At present, the energy recovery of the waste incinerated at the Intradel plant is exclusively carried out in the form of electricity production. The possibility of recovering part of the energy in the form of heat export has been studied for several years. The project to build a district heating distribution network will make it possible, while reducing CO2 emissions, to offer cheap heat to the many end consumers located along its route: schools, hospitals, public buildings, rest homes.The first phase of this district heating network, which is the subject of this contract, is part of the 2014-2020 ERDF programme.The first phase of this district heating network, which is the subject of this contract, is part of the 2014-2020 ERDF programme. The subject of the public contract consists of the installation of:I) a heat recovery unit on the Intradel energy recovery unit;II) a heat distribution unit and backup boiler room for a heat network (phase 1), including;III) the distribution network; andIV) substations.This unit will recover 17 MW of heat, expandable to 34 MW, from one of the offtakes of the turbo-generator group or, when the turbine is limited, from the high-pressure steam production of the boilers.The unit will recover 17 MW of heat, expandable to 34 MW, from one of the turbine generator's offtakes or, when the turbine is limited, from the boilers' high-pressure steam production. The steam recovered will be fed to a heat exchanger to produce hot water at a temperature of 105o C. In addition to the heat recovery unit, a natural gas-fired boiler room will provide peak production in extreme cold, as well as back-up in case of failure of the UVE. This boiler room will be equipped with a 9.5 MW boiler, with a reserve for an identical second boiler. The boiler room will also be equipped with all the equipment needed to distribute heat to the network (pumps, pressure maintenance unit, water supply, electrical cabinets, PLCs, etc.) The underground heat network will be made of pre-insulated tubes. The underground heat network will be made of pre-insulated pipes. It will enable energy to be distributed between the production unit (UVE and boiler room) and the buildings. The network will be installed in trenches in public roads and will consist of a flow and a return tube. In each building supplied by the heating network, the delivery station is called a substation. The main equipment is a heat exchanger, which separates the hydraulic circuits of the network from the heating system of the building, an energy meter and the regulation equipment (valves, PLC, etc.).The contract is divided into four lots as follows:- lot 1: heat recovery unit on the UVE and connection to the back-up boiler;- lot 2: heat distribution unit and back-up boiler room;- lot 3: heating network;- lot 4: substations.
After feasibility studies, the solution chosen by HEVE is represented on the PID diagram in principle attached in annex 1 and consists of:- In firm slices:-- the implementation of 1 steam exchanger of 17 MWth connected to the RCU and connected to the steam withdrawal R2;- the modification of the regulation of the withdrawal R2;- the implementation of the RCU link between the gas boiler room (UAS) and the UVE by a new underground network allowing the energy transferred by two exchangers to be conveyed, i.e. a total of 34 MWth;- in conditional unit 1, the implementation of an HP/MP desuperheating expansion in addition to the existing one to supply the RCU when the turbine is shut down;- in conditional unit 2, the installation of the No. 1 turbine offtake to supply the air heaters. The work program covers the installation of a gas boiler room comprising:- a natural gas boiler with a capacity of 10 MW and a reserve for an equivalent boiler;- thermal equipment for regulating and distributing heat (pumps, pressure maintenance, valves, etc.);- a gas-fired boiler with a capacity of 10 MW and a reserve for an equivalent boiler;- thermal equipment for regulating and distributing heat (pumps, pressure maintenance, valves, etc.);- a gas-fired boiler with a capacity of 10 MW and a reserve for an equivalent boiler;- thermal equipment for regulating and distributing heat (pumps, pressure maintenance, valves, etc.);- thermal equipment for regulating and distributing heat (pumps, pressure maintenance, valves, etc.).);- the natural gas supply network from an expansion station at the limit of the property;- the power supply to the installations from a MV station to be renovated;- a chimney with a minimum height of 36 m equipped with a conduit and an access footbridge;- the creation of a water station from a pumping station in the canal. In connection with the creation of a district heating network in the commune of Herstal, the firms Urbeo Invest and Coriance have joined forces under the entity Herstal énergie verte in order to carry out this project. Herstal énergie verte will be responsible for operating phase 1 of the heating network. The consultancy concerns:- the construction of the heating network from Uvelia located at Pré Wigy 30, 4040 Herstal.The contract mainly covers:- site preparation;- supply and maintenance of site facilities and basic facilities;- fencing, diversions, preparatory work and site security;- temporary road improvements during the works;- clearing, brushwood clearing.pumping and evacuation of ground water and runoff;- earthworks, shoring and backfilling for the laying of approximately 975 ml of pre-insulated network;- restoration of work areas (roads, pavements, private plots, green spaces...).);- the design, supply and installation of pre-insulated underground pipelines, of pre-insulated networks from DN450 to DN50;- the welding of the pipes;- the connection of the humidity detection system;- the repair of the insulation at the welds;- the supply of a survey plan drawn up by an expert surveyor. The work programme covers the installation of substations comprising:- exchangers;- thermal equipment for regulating and distributing heat (pumps, pressure maintenance, valves, etc.);- fitting out of an electrical room;- supply of an energy meter;- supply of the two-way valve and the regulating valve.The general planning is in the common rooms.
