Description
this procedure is governed by the French Public Procurement Code. Its purpose is to select the concessionaire who will be responsible for designing, financing and carrying out the redevelopment of the Nantes-Atlantique (Na) airfield, as well as operating, developing, maintaining, renewing and servicing the NA and Saint-Nazaire Montoir (Sn) airfields.
In addition to the operation, development, upkeep, renewal and maintenance of the NA and SN airfields, the concessionaire will design, finance and carry out the work required to redevelop Na. The concessionaire may also be entrusted, on an ancillary basis, with missions of general interest aimed at ensuring the integration of NA and SN airfields into their local area. In this respect, it is envisaged that the concessionaire will be asked to make a financial contribution to the Nantes-Atlantique compensation fund, the purpose of which is to finance noise reduction and compensation measures, in accordance with the terms and conditions to be specified in the concession specifications.NA aerodrome is an aerodrome open to public air traffic, whose activity mainly involves the transport of air passengers and, to a lesser extent, freight activities and general and light aviation flights. In 2018, the NA aerodrome welcomed 6,199,181 passengers, 7,227,411 in 2019, 2,327,718 in 2020, 3,294,142 in 2021, 5,800,372 in 2022 and should welcome around 6.6 million in 2023.The SN aerodrome is an aerodrome open to public air traffic, whose activity mainly consists of freight transport in connection with the industrial activities located nearby.The concessionaire will carry out the missions entrusted to it, at its own expense, risk and peril, under the conditions set out in the concession contract. In return for its services, the concessionaire will receive (i) the fees referred to in article L. 6325-1 of the French Transport Code from users and fees for the use of the concession area by third parties, (ii) the tax resources allocated to it, and (iii) the proceeds from any other services or activities it may provide or permit under the concession contract.The French government has terminated, with deferred effect, the current concession contract for the Nantes-Atlantique and Saint-Nazaire Montoir airfields held by Aéroports du Grand Ouest. This termination will take effect when the new concession, which is the subject of this consultation, comes into force.
