1 Full name of the order: Development of project documentation and execution of construction works under the project entitled: "Preparation of an alternative agglomeration connection Gliwice - Ruda Kochłowice- Katowice by railroad lines No. 141 on the section Gliwice - Ruda Kochłowice, 164 on the section Ruda Kochłowice - Hajduki and 651 Hajduki - Gottwald" implemented within the framework of the Program for Supplementing Local and Regional Railway Infrastructure - Railway + until 20292. Detailed description of the subject matter of the contract is presented in the Functional and Utility Program (PFU) constituting Volume III of the ToR.3.Website where amendments and clarifications to the contents of the ToR and other Contract Documents directly related to the procurement proceedings will be made available: https://platformazakupowa.plk-sa.pl in the sub-tab dedicated to the subject Proceedings No. 9090/IREZA4/13539/03456/23/P , available under the tab "Current", "In Progress" or "Resolved" (depending on the stage of the Proceedings).
1. The subject of the Order is the following: design and execution of works for the railroad line: No. 141 on the section from km 25.564 to km 5.670, No. 164 Chorzów Batory - Ruda Kochłowice on the section from km 5.966 to km 2.471, No. 651 Radoszowy-Gottwald on the section Hajduki-Gottwald from km 1.050 to km 3.547, No. 713 Katowice-Chorzów Batory on the section Gottwald Katowice from km 3,720 to km 1.050 in the scope of track superstructure, overhead catenary network, railroad control system industry, telecommunications, engineering facilities, railway-road crossings, passenger infrastructure, non-traction power supplyThe entire subject of the Order includes the execution of the following elements:1)Design documentation, including:a)construction design with author's supervision,b)obtaining a building permit and other necessary administrative decisions,c)development of the detailed design,d)development of as-built documentation, including surveying as-built documentation,2)and works in the scopes:(a)pavement and subgrade,(b)railroad traffic control (srk) equipment,(c)telecommunications equipment and systems,(d)overhead catenary,(e)electrical power equipment and systems up to 1 kV,(f)engineering facilities,(g)platforms and cubic objects,(h)crossings and passages,(i)geology.3)works involving the construction of environmental protection facilities according to the decisions obtained. 4)carry out the process of conformity assessment of structural subsystems within the scope of the contract at each stage (design, construction and final subsystem tests) and provide the corresponding EC declarations of verification and EC certificates of verification for the subsystems. 2.Period of performance of the Order: 65 months from the date of conclusion of the contract, in accordance with §4 of the Terms and Conditions of the Contract, located in Volume II of the CSA. 3.The following Phases are established for the Contract, which the Contractor shall be obliged to complete within the following time limits:1)118Days from the date of conclusion of the Contract - development of the Spatial and Programmatic Concept; 2)1107Days from the date of conclusion of the Contract - obtaining an immediately feasible or final localization decision; 3)1554Days from the date of conclusion of the Contract - obtaining final Construction Permits or with immediate feasibility clause; 4)within 25.06.2029 or within 65 months from the date of conclusion of the Agreement-completion of the Works (completion of the Final Acceptance);1.Each Contractor may submit only one bid, except as specified in Paragraph 2. The bid shall be prepared and submitted strictly in accordance with the requirements set forth in the Procurement Documents, through the Procuring Entity's Procurement Platform, available at:https://platformazakupowa.plk-sa.pl. (3) A detailed description of the use of the Purchasing Platform by Contractors is contained in the Contractor's Handbook. The Contractor shall be obliged to familiarize itself with the way the Purchasing Platform works and the contents of the Contractor's Handbook and follow its guidelines. 4.The tender shall be prepared in Polish, with - under pain of invalidity - electronic form, signed by an authorized person with a qualified electronic signature in accordance with applicable laws. 5.The Bidder shall bear all costs associated with the preparation and submission of a bid.6.The Bidder intending to submit a bid in the Procedure must have an account on the Procurement Platform. A detailed description of how to register an account is included in the Manual for Contractors.7.Considering the time required for account activation (3 working days), the Purchaser recommends that the Registration Form on the Purchasing Platform be completed and sent by the Contractor well in advance. Registration and use of the Platform are free of charge.8.Communication in this Procedure shall be conducted exclusively by electronic means using the Purchasing Platform9.The Procuring Entity does not allow a method of communication with Contractors other than by electronic means as indicated in clause25.1IDW
