Description
The Bureau of Overseas Buildings Operations, Directorate of Program Development, Coordination and Support, Office of Special Projects Coordination (OBO/PDCS/SPC) is responsible for the development and implementation of the Construction Security Monitoring Program at select Department of State (DoS) overseas facilities with unique security requirements. The purpose of this contract is to provide Site Security Personnel (SSP) to assist the Office of Special Projects Coordination (SPC) in accomplishing its mission of ensuring the security integrity of select overseas construction sites and storage areas, and domestic transit points.
The Department of State (DoS) requires Site Security Personnel (SSP) support services at various domestic and overseas facilities to detect unauthorized access to internal controlled areas, to deter the introduction of unauthorized materials to the site, to surveil the activities of un-cleared construction workers, to prevent the implantation of clandestine surveillance devices or systems into the structure being constructed or its surroundings, and to provide escort and associated security duties to ensure the integrity of construction cargo while in transit. Five types of SSP may be required: 1) Cleared American Guards (CAG), 2) Construction Surveillance Technicians (CST), 3) Team Leaders (TL), 4) Assistant Team Leaders (ATL), and 5) Site Security Coordinators (SSC). Team Leads and Cleared American Guards may be required domestically.
All work shall be in accordance with Task Orders issued by the Contracting Officer and at the direction of the Contracting Officer’s Representative (COR), the government’s Site Security Manager (SSM) and/or post Regional Security Officer (RSO). Work shall be accomplished in accordance with specific procedures set forth in the Contractor’s Program Management Plan (PMP) which is to be submitted for approval before commencement of the work and updated as required thereafter.
The Contractor shall ensure that in the performance of this contract, all persons manifest a neat and professional appearance consistent with the position and duties. The Contractor shall stipulate dress code and standards of conduct as part of the PMP. The PMP may include alternative dress code provisions based on climate, security environments, and local norms. Such deviations from the approved uniform standards, as set forth in the PMP are at the discretion of the COR.
When making personnel assignments for each specific project site, the Contractor’s team will possess a combination of work experience and backgrounds.
