L'OFFICE RÉGIONAL D'HABITATION DE MARGUERITE-D'YOUVILLE requests tenders for professional architectural services for the construction of a 34-unit affordable and social housing building.

Tender documents may be obtained from the Electronic Tendering Service (SEAO) by contacting one of the representatives by telephone at 1 866 669-7326 or by consulting the Web site at ( http://www.seao.ca/ ). Documents may be obtained at the cost established by SEAO.

The two Envelopes will be deposited on May 8, 2024 at the office of the Office régional d'habitation de Marguerite-D'Youville, 609 , route Marie-Victorin , Verchères (QC). Only the names of the bidders will be disclosed.

Award procedure

For 1st Envelope - Evaluation of the quality of service offers
The evaluation of the quality of service offers is carried out without knowledge of the contents of envelope n˚ 2 (price offer).
Each service offer is evaluated individually. For each criterion, a number of points (out of 100) is allocated. A bidder who fails to provide information on a given criterion obtains zero for that criterion.
For each bid, once all criteria have been evaluated, the committee adds up the weighted scores (weight of criterion x score) to determine the preliminary score (out of one hundred (100)).
Only those bidders whose bids have obtained an interim score of at least seventy percent (70%) will have their bids calculated to establish their final score.

For the 2nd Envelope - Price offer
The selection committee establishes the final score for each bid by dividing the product obtained by multiplying the interim score by 10,000 plus fifty (50), according to the following formula:





(interim score + 50) x 10,000





= final score

Selection of the successful bidder

The successful bidder is the one with the highest final score.

In the event of a tie, the contract is awarded to the bidder with the lowest price.
