Description

The purpose of the municipalities is to satisfy the needs of the local community and to ensure participation in the economic, social and cultural progress of the respective communes. In order to fulfill their functions, the legislator has granted them the power to grant concessions for the provision of certain municipal services. Thus, the legal regime of the present bidding corresponds to a concession of a private function of the municipality contained in letter f of Article 3 of D.F.L. No. 1, of 2006, of the Ministry of the Interior, which establishes the Revised Coordinated and Systematized Text of Law No. 18,695 Constitutional Organic Law of Municipalities, and its subsequent amendments, subject for all its effects to such regime, especially those of Article 36 of the aforementioned legal text.
The concessioned functions, related to the maintenance and conservation of green areas, are essential services that must continue to be performed, without the application of acts of God or force majeure, even under states of constitutional exception, in order to ensure the provision of public utility services, the attention of basic needs of the population, including those related to life, health and sanitation of the people of the commune of Renca.
The main objective of these services is to carry out in a timely, continuous and preventive manner the activities of sustainable maintenance and conservation of the spaces to be maintained and preserved, considering the green area, equipment and plant species that each one of them has, as well as the cleaning and maintenance of furniture and urban infrastructure, complying with the standards established in these bases, thus contributing to improve the social, visual and environmental surroundings of the commune.
