PUBLIC INVITATION TO TENDER

The Centre de services scolaire de la Rivière-du-Nord wishes to obtain sealed bids for the conclusion of a contract for the connection of a new drinking water well, the complete rehabilitation of the drinking water treatment system and the installation of a water supply line for the school reserve to supply the school with water during the construction period (summer and fall occupancy).

OBTAINING DOCUMENTS :
As of April 15, 2024, any person or company may obtain tender documents, plans and specifications and other documents relevant to the project from the distributor SÉAO (Système Électronique d'Appel d'Offres) by going to the "www.seao.ca" site. Documents can be downloaded at a cost set by SÉAO. Assistance from SÉAO is available Monday to Friday, 8:30 a.m. to 5 p.m., at the following number: 1-866-669-7326.

INFORMATION SESSION :
A telephone information session is scheduled for April 23, 2024. Bidders have until April 22, 2024 2:00 p.m. to register on the list of companies interested in participating in the information session. Please refer to clause 1.02 of the Governing section.

SITE VISIT:
A non-mandatory site visit is scheduled for April 24, 2024 at 9 am. The assembly point for this visit is set at the address of the work site, at the main entrance.

RECEIPT OF BIDS:
To be valid and considered, all bids must be received no later than May 16, 2024 before 11 a.m. Tenders may be submitted by either of the following methods:

a) electronically via the OAIS and must be submitted (i.e., encrypted, transmitted, time-stamped and saved on the OAIS servers) before the date and time set for receipt of bids;

b) in a sealed envelope, at the reception desk of the Centre de services scolaires de la Rivière-du-Nord, 795 rue Melançon, Saint-Jérôme, Québec, J7Z 4L1, before the date and time set for receipt of bids;

Any bid received after this time will be automatically rejected and returned to the bidder unopened.

BID OPENING :
Bids will be opened immediately after the deadline for receipt of Bids.

The School Service Centre encourages bidders to submit bids electronically.

We remind you that the regulations do not allow multiple bids to be submitted in response to the call for tenders, it being understood that the transmission of the same bid electronically and on paper constitutes the submission of multiple bids.

TENDER GUARANTEE:
The Bidder must submit with its Bid a bid security equivalent to ten percent (10%) of the total price proposed in its Bid. This bid security must be submitted in one of the following forms:

- a bond issued in favour of Centre de services scolaires de la Rivière-du-Nord, by a Financial Institution as defined in clause 0.01.13 hereof, which must conform to the provisions of the Bid Bond model reproduced in Appendix 4.01A of the Bid Form;

- an irrevocable letter of guarantee issued in favour of Centre de services scolaires de la Rivière-du-Nord, by a Financial Institution as defined in clause 0.01.13 hereof, which must comply with the requirements of the "Irrevocable Letter of Guarantee" model reproduced in Appendix 4.01B of the Tender Form.

- A certified cheque, money order or bank draft payable to Centre de services scolaires de la Rivière-du-Nord.

INTERGOVERNMENTAL AGREEMENTS :
This public tender is subject to the following intergovernmental agreements, which form an integral part of the tender documents:
1) Accord de Commerce et de Coopération entre le Québec et l'Ontario (ACCQO);
2) Free Trade Agreement (FTA);

FILING A COMPLAINT WITH THE PUBLIC BODY:

The deadline for filing a complaint in connection with this call for tenders is May 1, 2024.

NOTICE:
The Centre de services scolaires does not undertake to accept the lowest or any of the bids received, without compensation or any other form of liability to the bidders. Subject to the provisions of the Règlement sur les contrats de travaux de construction des organismes publics.
