Summary Details:The District of Summerland seeks to engage a consultant to develop trails plans for Conkle Mountain and Cartwright Mountain. In consultation with District staff, the consultant will develop Trails Plans for both Conkle Mountain and Carwright Mountain. At a minimum, the District expects that the work will include: Engage project partners and trail users to collaborate on the creation of the Trails Plans (Province of BC, Penticton Indian Band, District of Summerland Council, District of Summerland staff, neighbouring landowners, multi-use trail users, Visit Summerland, local businesses, etc.) and to gain input on current recreation uses/activities on the mountains, challenges, and opportunities. Complete an environmental scan of both mountains and trail networks, including a review of existing reports, to assess environmental values and to inform the plans; provide environmental management plans which includes addressing invasive plants. Develop a detailed inventory and mapping of existing trail networks and identify property ownership. Develop recommendations on proposed future trail uses (multi-use vs. dedicated uses, motorized use including e-bikes, etc.). Complete an independent audit of all trails to determine trail classifications (level of difficulty). Develop a trails redevelopment plan which balances recreation uses and environmental protection which includes establishing preferred trail networks, decommissioning some trails as well as identifying potential new trail routes. Identify recommended investments and infrastructure to support the current and future trails users which may include trailhead amenities (and confirming trailhead locations), staging areas, parking, trail signage, trail building or improvements, furniture (benches, picnic tables), features (disc golf, skills park), etc. Create a signage and wayfinding plan for the trail networks and trailheads. Develop a volunteer program framework and/or partnerships which encourages long-term responsible maintenance and stewardship of the trail networks as well as managing erosion, environmental degradation, and invasive species. Outline options and considerations regarding partnership models with the landowners for authorization for trail maintenance, upgrades, new amenities, signage, etc. on non-District lands. Create a proposed implementation plan with costing for over the next 15 years. Present Trail Plans to Council (in person or remotely). Optional WorkThe consultant may be awarded additional work resulting from the recommendations and implementations of the Conkle Mountain and Cartwright Mountain Trail Plans, including but not limited to: Developing detailed design(s), providing procurement support, and providing construction contract administration services for improvements related to the Conkle Mountain and Cartwright Mountain Trail Plans.
