CONCEPTION AND CONSTRUCTION OF FOUNDATIONS FOR AIDS TO NAVIGATON STRUCTURES IN PUVIRNITUQ

This procurement is reserved for beneficiaries of the following Comprehensive Land Claims Agreement (CLCA): entitled the convention of the James Bay and Northern Quebec agreement (JBNQA) under chapter 29, clauses 29.0.31 of this Agreement.

This requirement is reserved for individuals defined as "Inuit", as defined in chapter 3 of the JBNQA (paragraphs 3.1.2, 3.2.4, 3.2.5 and 3.2.6). In respect to aboriginal Inuit business, they must be located to the north of the 55th parallel, as described in chapter 6 of the JBNQA.

This procurement is set aside from all the trade agreements under the provision each has that permits the procurement to be set aside for Aboriginal business.

REISSUE OF BID SOLICITATION:
This bid solicitation cancels and supersedes previous bid solicitation number F3051-180053/A dated May 28, 2019 with a closing of June 6, 2019 at 2:00 pm.

PROJECT DESCRIPTION
The project consists of the construction of four foundations for thirty (30) to fifty (50) foot navigation towers in Puvirnituq, Nunavik. The design of these foundations is part of this project and the installation of the towers will be done by others.

MANDATORY CRITERIA AT CLOSING DATE
- The Bidder shall enclose bid security with its bid;

MANDATORY CRITERIA PRIOR TO CONTRACT AWARD
- The Bidder must provide the listing of subcontractors;
- Integrity provisions:
Bidders must provide with their bid or promptly thereafter a complete list of names of all individuals who are currently directors of the Bidder. If the required names have not been received by the time the evaluation of bids is completed, Canada will inform the Bidder of a time frame within which to provide the information. Failure to comply will render the bid non-responsive.

Canada may, at any time, request that a Bidder provide properly completed and Signed Consent Forms (Consent to a Criminal Record Verification form - PWGSC-TPSGC 229) for any or all individuals aforementioned within the time specified. Failure to provide such Consent Forms within the time period provided will result in the bid being declared non-responsive.

PERIOD OF WORK
The work shall be completed within 16 weeks from the date of notification of acceptance of the offer. 9 weeks are allocated for design phase and 7 weeks for the construction phase.
