The procurement concerns a general system for the delivery of digital user equipment and services connected to the operation and management of the equipment, in cooperation with Bærum work centre.Bærum Municipality would like to use this procurement to change the current scheme of procuring clients to entering into a contract where client equipment and associated life-cycle services are mostly procured as a service from the market.Access to digital equipment is a prerequisite for large parts of case management and service production in Bærum Municipality. The municipality has a continual need to replace digital components. The increasing degree of digital transformation makes the need for updated, user friendly, and secure digital tools increasingly important.Bærum Municipality has a total of approx. 35,000 clients in operation. This includes, amongst other things, PCs, telephones, tablets, and periphery equipment with associated services. These clients are also used by other users than direct employees, such as pupils in schools in Bærum.The contracting authority intends to enter into a contract for the hire and procurement of client equipment and services connected to the operation and management of the equipment. The contracting authority would like to enter into a general service contract SSA-L for use by the entire municipality, with an emphasis on the provision of services in the form of the administration and hire of client equipment, but there will also be a need for procuring supplies in the form of monitors and additional equipment for each service location that will be part of the general service concept, which will then be the user location's property pursuant to the Public Procurement Regulations § 13-4 letter b no. 2.It is considered to be appropriate to procure the hire and procurement of client equipment from the same supplier as there is a close connection between the equipment and the life-cycle services we want to provide. It is difficult to deliver this across several suppliers. It would therefore be disproportionally difficult to achieve an effect of life-cycle mentality by splitting up the hire and procurement between more than one supplier. In addition the contract will include options for the operation of central parts of the equipment that cannot be delivered across several suppliers.The equipment that is an object for procurement makes up a minor share of the total volume of the contract.In order to achieve the effect and gains of life-cycle as regards the disposal and replacement of outdated equipment, it is considered to be both necessary and useful for society for both parties to enter into a contract with a duration that sees to this aim.The contractual relationship will be governed by the Norwegian Government's Standard Contract SSA-L (contract for continuing service procurements). The procurement of monitors and additional equipment will be regulated by the Norwegian Government's Standard Contract SSA-K (the Procurement Contract), which is an annex to the main contract SSA-L. The contract period will be 3 years, with an option for an extension one or more times, for up to 5 years. The maximum contract period is 8 years.
