Description

The contracting authority is looking into possibilities for procuring services for the operation, maintenance, and further development of the SCADA system, as well as the operation and maintenance of IT infrastructure at applicable locations/computer rooms.The contracting authority currently has two SCADA installations where both the systems are virtual servers that consist of 2 Citect, 1 Appserver, and 2 control clients. Both of the installations have the same Citect version and run on the same Windows platform.The contract includes:- Upgrading the SCADA system to the latest version of Aveva Plant- Upgrading the underlying IT infrastructure- Operation, maintenance, and further development of the IT and SCADA service- Design and commissioning of new installations in SCADA and changes to existing installations
The contracting authority is looking into possibilities for procuring services for the operation, maintenance, and further development of the SCADA system, as well as the operation and maintenance of IT infrastructure at applicable locations/computer rooms.The contracting authority currently has two SCADA installations where both the systems are virtual servers that consist of 2 Citect, 1 Appserver, and 2 control clients. Both of the installations have the same Citect version and run on the same Windows platform. There is a need to upgrade this system to the latest version of Aveva Plant where the contracting authority already has licences. In addition the two SCADA installations will be consolidated into one. One of the SCADA set-ups has approx. 55 connected installations, and the other SCADA system has two connected remote heating installations.The contracting authority needs operation, maintenance, and integration/design of the installations in the SCADA system. This means that the tenderer will have responsibility for the Aveva Plant system, as well as the integration and design of future installations and components that are installed, changed, or removed.At the same time a secure system must be set up for remote access for the contracting authority's operations personnel, with the option to connect the existing operations centre that has 24/7 duty. It must also support future needs for digitalisation. The computer room that is offered must be able to support connection to the existing infrastructure on Layer3.The contracting authority is a KBO unit and the tenderer will be required to be aware of and comply with the Energy Standby Regulations § 6-9, letter e - service outsourcing, § 7-1 - 7 - 13 protection of the operations control system, as well as NVE's check list for ICT security and NSM's guidelines for service outsourcing. In cloud based service deliveries, the accompanying computer room must, as a minimum, support class 2 classification requirements in accordance with the Energy Standby Regulations.The contract includes: Upgrading the SCADA system to the latest version of Aveva Plant Upgrading the underlying IT infrastructure Operation, maintenance, and further development of the IT and SCADA service Design and commissioning of new installations in SCADA and changes to existing installationsThis tender documentation will include information that is to be seen as energy-sensitive information in accordance with the regulations on security and standby in energy supplies (the Energy Standby Regulations). Part two of the tender documentation will therefore be sent out after a prequalification.The contract includes an establishment phase and an operational phase. The contracting authority will use SSA-D The Operations Contract (from DFØ) with individual additions and amendments as the basis.
