Description

The objective of the measure is to make it possible, by granting investment aid, to connect the undersupplied local loops in the Mayen Koblenz district via an NGA network. The investment aid granted is to be used exclusively to set up an NGA network owned by a private company. The respective private network operator receives the right or assumes the obligation to set up the corresponding broadband infrastructure using the investment subsidies, to install active components, to put the NGA network into operation and operate it for a minimum period of 7 years, and to provide the local end customers and interested third party providers with corresponding services and offers at normal market conditions with the following minimum bandwidths for the remaining underserved areas:a) Supply the underserved private households with at least 1 Gbit/s bandwidth performance; subject to deviations pursuant to Clause 5.1, 2nd paragraph, 2nd sentence of the Amendment to the Directive;b) Supply of designated business addresses and institutional customers (educational institutions, hospitals, public institutions or buildings etc.) with bandwidths of at least 1 Gbit/s symmetrical.All broadband connections in the expansion area must experience a doubling of the existing broadband supply, whereby the upload rate must increase at least in the same proportion to the output bandwidth. The funding must be used efficiently in order to create networks that are as convergent as possible. In network planning, the requirements of the mobile gigabit society should also be taken into account. The networks should also be networked and used with other infrastructures suitable for telecommunications or other utility purposes (for example, measures for networked mobility or the connection of mobile masts). Support is excluded if a gigabit-capable network already exists and only the local loop is still missing (homes passed).
