Description

The formal solicitation for a five year  Indefinite Quantity/Indefinite Delivery Contract for  Coated Plastic blood collection  tubes 8 ml 13 x 100 mm is now open. Questions are due no later than 8:am 03/14//2024 to Contracting Officer Carol.dingess@.gov
Interested parties  please complete and return all 55 pages of Attachment_1 sf1449 form to the  Contracting Officer via  Email, (only) below by  notice due date. **Please use solicitation number on subject line when responding**
If an interested party’s proposal  package  has not completed all of the items listed on the first page of  Attachment_1_sf1449 12639524R0014 form - Instructions, the proposal may be considered incomplete for evaluation purposes and no further consideration will be given, thereby making quote ineligible for award.
The Federal Government is not responsible for notifications to interested parties regarding the issuance of  the solicitation nor any of its amendments.  It is the interested parties’  responsibility to check the  web site https://sam.gov    periodically for updates.   

BACKGROUND
The US National Veterinary Stockpile (NVS) is the nation's repository of vaccines and other critical veterinary supplies and equipment. It exists to augment state and local resources in the fight against dangerous animal diseases that could potentially devastate American agriculture, seriously affect the economy, and threaten the public’s health.
Homeland Security Presidential Directive 9 established the NVS in 2004. It required the NVS to deploy within 24 hours “sufficient amounts of animal vaccine, antiviral, or therapeutic products to appropriately respond to the most damaging animal diseases affecting human health and the economy…”  The directive reflects the nation’s concern that terrorists could simultaneously, in multiple locations, release disease threats of an unprecedented magnitude; thus, the need for an NVS that could deliver at the least cost, large quantities of critical veterinary supplies and equipment to the right place at the right time for as long as is necessary.
The NVS stores its inventory in multiple locations and in sufficient volume to ensure its ability to respond to multiple, large-scale, simultaneous animal disease outbreaks.
