Description

The New York City Economic Development Corporation (“NYCEDC”), on behalf of the City of New York (the “City”), will award up to $100 million of City Capital to support the design and development of an up to 112,000 square foot (“SF”) Climate Innovation Hub (the “Hub”) at the Brooklyn Army Terminal (“BAT”).This Request for Proposal (RFP) seeks a Consortium of organizations to develop and operate the Hub led by a Lead Respondent. Consortium will consist of one or more stakeholders responding together to this RFP with key expertise in accelerator/incubator operations, real estate operations, lab/prototyping facility operations, pilot testing facility operations, an academic or R&D institution, workforce/talent development organization, business development entity, or a financial investor to develop, launch, and support the Hub. The Lead Respondent must be well capitalized and have strong fundraising capabilities; robust experience designing or operating real estate is also strongly preferred but not required. The Lead Respondent will be the point of contact, financially backstop the lease with EDC, and be accountable for the overall design and management of the Hub.Successful proposals will put forward plans for a new space to incubate and accelerate climate tech businesses and create employment and training opportunities for New Yorkers. The Hub will enable these goals through catalytic business growth programs, advanced manufacturing facilities for prototyping and product development, piloting opportunities, and workforce development initiatives. Compelling proposals will also include plans to develop ecosystem partners across the private and public sectors; attract resources and investment to the local climate tech ecosystem; and implement a business model for the Hub to become financially self-sufficient.NYCEDC plans to select a Consortium of organizations on the basis of factors stated in the RFP which include but are not limited to: adequately responding to each Hub goal, demonstrating effective return on investments to the City by delivering on policy and economic development goals, demonstrating feasibility and potential of proposed Hub development, ongoing operations & management plan, and quality of respondent team.It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives.NYCEDC encourages meaningful participation by women-owned business enterprises ("WBEs") and minority-owned business enterprises ("MBEs") (WBEs and MBEs collectively referred to as "M/WBEs") in its contracting opportunities. It is anticipated that this may not be a requirement of the Agreement(s).
