Description

(1) The subject of the contract is the provision of cleaning services of internal surfaces in buildings, some of the rooms of which are located in security zones, as well as the surface of paved and green areas in the complex 2744 at Kosciuszko Street in Poznan. The order has been divided into two TASKS, the Employer does not limit the number of tasks in which the Contractor may submit a bid. List of tasks: TASK No. 1 - provision of cleaning services of internal surfaces in buildings and the surface of green and paved areas on the territory of the military complex No. 2744 at 92-98 Kościuszki St. in Poznań, being in the area of operations of the 31st Tactical Aviation Base Poznań 1 Silniki St. Work inside buildings on the surface of 13,407.57 m2, work on the surface of external paved areas 8,901.20 m2, work on the surface of external green areas 7,041.10m2, within 27 months. TASK No. 2 - provision of cleaning services of internal surfaces, which are located in security zones on the territory of the military complex 2744 at 92-98 Kościuszki Street in Poznań being in the area of operations of the 31st Tactical Aviation Base Poznań, 1 Silniki Street. Interior works on the surface of 273.57 m2, within a period of up to 27 months.2. To carry out the service, the Contractor shall employ only persons with Polish citizenship, having a statement of no criminal record, prepared on the basis of an extract from the National Criminal Register. The required minimum daily number of employees to provide the service of cleaning of internal areas is:For TASK NO. 1 - 12 people ( employed full time)For TASK NO. 2 - 1 person ( employed at least half-time)3. The Contractor of the service for the implementation of TASK NO. 2 must have an Industrial Security Certificate of min. III LEVEL with the classification min. CONFIDENTIAL and have at its disposal at least one employee with a Personnel Security Clearance up to the clause min. CONFIDENTIAL and a current certificate stating that they have received training in the protection of classified information (performing the service in the premises of the I and II security zone). (4) For TASK No. 1, it is necessary for employees performing the service to have security clearance to the clause min. WARNED or Authorization of the Head of the Organizational Unit and a certificate of training in the protection of classified information. (5) The Contractor whose bid proves to be the most advantageous for TASK NO. 2 shall be obliged, before signing the contract, to submit a list of employees with security clearance of min. CONFIDENTIAL and current certificates stating that at least one person appointed to provide services in Zone I and Zone II of the subject matter of the contract has undergone training in the protection of classified information.6. NOTE: The Contracting Authority will consider that the Contractor who fails to present the above documents on the designated date of signing the contract evades signing the contract and will proceed in accordance with Article 263 of the PPL Act.7.. the Contracting Authority, pursuant to Article 95 of the PPL Act, requires that the Contractor or Subcontractor, in order to perform the contract, employs on the basis of a labor contract persons directly involved in the maintenance of interior and exterior surfaces. (8) The Contracting Authority, with regard to the execution of TASK No. 1 and TASK No. 2, allows the participation of subcontractors. The subcontractor and the persons who will provide the service under the subcontract, as well as the equipment provided, must have the required authorizations and qualities in accordance with the requirements and description contained in this notice and the SWZ specified for the Contractor and the execution of the subject of the contract.9. Classification according to the Common Procurement Vocabulary: CPV code - 90910000 - Cleaning services10. The Contracting Authority envisages the possibility of awarding a supplementary contract of a value not exceeding 50% of the basic contract on the basis of Article 415 paragraph 2 item 6 of the Public Procurement Law.11. The Contracting Authority does not allow the possibility of submitting variant bids.12. The Contracting Authority does not intend to conclude a framework agreement. 13. the Contracting Authority provides for the right of option. The Employer has the right, without the need to draw up and sign an annex to the contract - by unilateral amendment to the schedule to change the size of the areas accepted for service in a given month by increasing or decreasing them by no more than 33% in relation to the average monthly size of the areas accepted for service, resulting from the description of the subject of the contract. A detailed description of the implementation of the optional order is contained in paragraph 1 paragraph 4 of the contract - according to Appendix No. 2 to the SWZ.14. The Contractor whose bid will be considered the most favorable will be required to pay a performance bond in the amount of 2% of the gross price quoted in the bid. (15) Contractors having their registered office or place of residence in one of the Member States of the European Union, the European Economic Area or a country with which the European Union or the Republic of Poland has concluded an international agreement relating to these contracts may apply for the award of a contract in the fields of defense and security. (16) The Contracting Authority may cancel the contract award procedure if the funds from the budget which the Contracting Authority intended to allocate for financing the whole or part of the contract were not awarded to it, and the possibility of cancelling the procedure on this basis was provided for in the contract notice.
