Description

The subject matter of the contract is to provide services of maintaining cleanliness of internal surfaces in buildings, some of whose rooms are located in security zones and the surface of hardened and green areas in the complex 2744 at Kościuszki Street in Poznań, in accordance with the description of the subject matter of the contract, Technical Specification, and the draft contract.2 The Ordering Party does not allow for submitting partial bids.3 The Contractor shall employ only persons of Polish citizenship with a statement of no criminal record, drawn up on the basis of an extract from the National Criminal Register. The minimum daily number of employees required to provide the service of cleaning of internal areas cannot be lower than 12 people. The service provider must have an Industrial Safety Certificate min. III STOPNIA with a clause min. The service provider shall have a minimum of six employees with a Personnel Security Clearance up to the classification of min. The contractor whose offer proves to be the most advantageous shall be obliged to submit, before signing a contract, a list of employees together with personal security certificates classified as min. The Contracting Authority shall consider that the Contractor evades signing the contract and retains a security deposit for the Contractor who fails to present the above mentioned documents on the designated date of signing the contract.5 The Contracting Authority, pursuant to art. 29 par. 3a of the PPL Act, requires that the Contractor or subcontractor, in order to perform the contract, employ persons directly involved in maintaining cleanliness of internal and external surfaces. The Contracting Authority does not specify the size of the position. The Contractor whose tender is considered to be the most advantageous will be required to provide a performance bond of 2% of the gross price specified in the tender. Due to the specific nature of the subject matter of the contract, the Contracting Authority requires that the subcontractor and persons providing the service as part of subcontracting have the required powers and properties in accordance with the requirements and description contained in this notice and the ToR specified for the Contractor. Contracts in the fields of defence and security may be tendered for by Economic Operators based in one of the Member States of the European Union, the European Economic Area or a country with which the European Union or the Republic of Poland has concluded an international agreement concerning such contracts. (13) The Awarding Entity may cancel the contract award procedure if the funds from the budget which the Awarding Entity intended to allocate to finance all or part of the contract have not been allocated to it, and the possibility to cancel the procedure on this basis was provided for in the contract notice.
