Young People in Care Healthy Relationships Project
Children and Young People’s Services Committees:
CYPSC are county-level committees that bring together the main statutory, community and voluntary providers of services to children and young people.
They provide a forum for joint planning and co-ordination of activity to ensure that children, young people and their families receive improved and accessible services. Their role is to enhance interagency co-operation and to realise the national outcomes set out in Better Outcomes, Brighter Futures: the national policy framework for children and young people 2014 - 2020.
Healthy Ireland Fund 2012 - 2025:
Healthy Ireland, A Framework for Improved Health and Wellbeing 2013-2025 is the national framework for action to improve the health and wellbeing of Ireland over the coming generation. The primary aim of the Healthy Ireland Fund is to support innovative, cross-sectoral, evidence-based projects and initiatives that support the implementation of key national policies in areas such as obesity, smoking, alcohol, physical activity and sexual health.
The fund is administered locally through Local Community Development Committees (LCDC’s) and the Children and Young People’s Services Committees (CYPSC)
The objectives of the fund are:

To raise awareness of, and support for, Healthy Ireland through the funding of community-based and national health promotion activities.
To facilitate and resource cross-sectoral and partnership networks that promote health and well-being.
To resource the development of locally-led, cross-sectoral strategies promoting health and wellbeing.
To add value to existing health promotion initiatives through the provision of Healthy Ireland resources.
To support the health and wellbeing of the most disadvantaged groups and areas and those experiencing significant health inequalities through long-term planning.

Project background
A Healthy Safe Relationships programme / resource pack will be researched and designed. The programme will focus on the specific needs of young people in the care system aged between 14-18 years old in relation to relationships and sexual health. The Project is supported by Healthy Ireland funding.
An interagency working group, under the auspices of the Limerick & Clare Children and Young People’s Services Committees, has been established to oversee the project. Agencies that are represented on the working group include:

Tusla
Clarecare
ADAPT Domestic Abuse Services (Limerick)
Clare Haven Services (Clare)
EPIC (Empowering People in Care)

Given the unique childhood experiences of these young people the resource will be trauma responsive and trauma informed. The programme will be delivered to a cohort of young people in care as part of a pilot project in the Limerick and Clare areas.
A consultant is being commissioned to undertake the following:
Stage 1: 1st March – 31st March 2020
Undertake a review of existing programmes/resources linked to this area to inform the development of the programme
Stage 2: 1st April – 31st May 2020
Consult with relevant stakeholders, including young people (both in care and those that have since left the care system), to design the content and layout of the programme/pack.
Stage 3: 1st June – 31st August 2020
Design and write up of the draft programme/resource pack.
Stage 4: 1st September – 31st October 2020
Implementation of the pilot programme. The consultant may be required to co-facilitate the training.
Stage 5: November 2020
Final draft of the programme /resource pack submitted to the working group, plus a report outlining learning from the pilot delivery and recommendations for further development.
Consultant specification
The successful applicant for this project will be able to demonstrate the following skills and experience. These competencies will be used to assess submissions.
Competencies:

Research skills, excellent resource writing skills (not just academic writing skills), and pedagogical skills.
Facilitation skills.
Past experience in developing educational/learning tools that reflect a variety of learning styles and abilities.
Ability to facilitate and engage with young people.
Excellent IT skills including skills and knowledge around digital platforms that young people use.
Knowledge of healthy relationships/sexual health.
Good knowledge of challenges that young people in care face.
Knowledge of the impact of trauma experienced in childhood.
Background in youth/community/social care/ work/ education/psychology

Project time scale: 1st March 2020 – 31st December 2020
Engagement:
ADAPT Domestic Abuse Services will administer the funding to the successful applicant who should be able to proceed on a self-employed/consultancy basis. The successful applicant will report to the working group. Regular management and support will be provided by nominated members of the working group. Regular reporting and support meetings will be scheduled with the working group and will include an initial planning meeting and a final meeting to approve the draft programme.
Proposal Tenders should provide the following information:
A full outline of the project plan including the following:

Details in relation to the consultant and his/her relevant experience
Proposed approach to engaging with young people and stakeholders
evidence of prior experience in this area
proposed project plan, with clear objectives, actions/outputs and timescales (the proposed time for each element)
a full breakdown of costs including number of days, daily rate, VAT, etc.

Financial Information:
The budget should not exceed €24,000 inc. VAT
Additional costs outside of the quote for the work will be the responsibility of the successful applicant.
A payment schedule will be arranged with the successful applicant.
