Lower Saxony Ports GmbH & Co. KG (hereafter: Niedersachsen Ports) is the largest infrastructure operator of public seaports, island supply ports and regional ports on the German North Sea coast. The E17 property covers a total of 20,744 m2 and is located in the New Inland Port. The E17 site comprises a storage area of 20,500 m2 and an area of 244 m2 and is intended to be used by a company in the port industry (e.g. transhipment companies) that provides port-related services.
The Emden seaport operated by Niedersachsen Ports is the third largest North Sea port and the westernmost seaport in Germany. It is located on the north bank of the Ems river approx. 38 nautical miles southeast of the river mouth on the North Sea. In principle, ships with a draught of up to 8.50 m can reach the port at any time; depending on the tide, the maximum access draught is approx. 10.70 m.The Emden seaport consists of two parts:- the outer harbour open to the tide with the Wybelsum polder, Larrelt polder and the Rysumer Nacken harbour development area, and- the tide-free inland harbour accessible via two sea locks, consisting of the inland harbour and the new inland harbour.the large sea lock, which is operated around the clock, has a chamber 260 m long and 40 m wide and a turning depth of -11.76 m above sea level. The Nesserlander lock is available to the shipping industry with a length of 170 m, a width of 18 m and a dredging depth of NN -7.00 m. Emden is an important ro-ro port and high-performance universal port with firm footholds in automobile handling, in the handling of liquid goods, forest products, building materials and onshore and offshore wind turbines. More than 6 million tons of goods are handled here every year. Directly on the fairway of the Ems and thus on the sea-going vessel-deep water, large expansion areas offer good future prospects.important tasks at the Emden location are in particular the operation of its own transhipment facilities, the operation of the railway infrastructure and sea locks, the mooring of seagoing vessels in the locks and the organisation of ship waste disposal. Niedersachsen Ports is also active as an energy supply company in the port area, and the seaport of Emden benefits from its good infrastructure, a strong port economy and the corresponding handling facilities. These include:- 9 ro-ro berths and a very powerful mobile ro-ro ramp;- transhipment and storage infrastructure for goods in liquid and brine form in the area of the oil port;- facilities for the storage and refining of raw materials, for paper production;- modern quays and terminals with powerful transhipment facilities for solid goods of all kinds;- infrastructure for the transhipment of onshore and offshore wind turbines and offshore supply and- safe areas for the transhipment of hazardous and military goods.The port facilities in Emden are connected to the Deutsche Bahn rail network via the "Emden" and "Emden-Außenhafen" freight yards. The Emden-Rheine-Ruhr area line is double-tracked and approved for the highest DB load class. The port of Emden is excellently connected to the German and Dutch long-distance road network via the motorway junctions Emden-West (distance to the outer harbour: 3.8 km) and Emden-East (distance to the inland harbour: 2 km) of the A 31 motorway. To the west, the Eemskanaal provides access to the Dutch canal network and the Lower Rhine.the Emden seaport also has enormous reserves of land for further port development.the E17 site is available to Lower Saxony Ports as the owner of the Emden branch. The E17 site covers a total of approx. 20,744 m2 and is located on the north quay in Emden. Area A comprises approx. 20,500 m2 and area B approx. 244 m2, while area B is developed with a third-party-owned terminal building. Against the background described above, Niedersachsen Ports is conducting this negotiation procedure for commercial port operations on the E17 property by concluding a lease or heritable building right contract (with an obligation to use the property in accordance with Section 3.1.1 of the German Port Authority Act). Niedersachsen Ports expressly points out that the storage and handling of hazardous goods on the property in question is only permitted with the prior explicit and written consent of Niedersachsen Ports. For the sake of simplicity, lease and ground lease agreements will be referred to collectively in the following as "property agreement".companies interested in concluding a property agreement will be referred to collectively in the following as "bidders", irrespective of the current status of the proceedings. This also applies to mergers of companies/bidding consortia.
