The C-17 Program Management Office has a requirement that is for a firm-fixed price contract for one (1) each NSN: 4920-01-307-7269, FIXTURE, HOLDING, LIFE RAFT, P/N: 17G910004-1, which includes one (1) First Article, one (1) First Article Test Plan, and one (1) First Article Test Report. The C-17 aircraft contains 3 life raft assemblies and provisions for a fourth. Each life raft assembly (P/N 60485-101) is comprised of a 46-man life raft and emergency equipment kit all in an aluminum container. Each raft assembly measures approximately 36 inches X 18 inches X 18 inches and weighs approximately 200 pounds. The assemblies are stowed inside the fuselage above the cargo floor, two forward and two Aft. The assemblies are preloaded against the longerons and fuselage skin to 1000 pounds by the deployment cable. For scheduled organizational and depot levels of maintenance, it will be necessary to periodically remove the life raft assemblies for scheduled inspections on a six-month interval. Each life raft assembly is secured to the aircraft by two brackets and a deployment cable. One end of the container has an attached channel section approximately 3/4 inch across. The deployment cable is fastened to the channel with a ā€œDā€ ring. The other end of the container has two attached channel sections. The top of the channel sections are attached to the mounting brackets with two small pins. Removal/Installation of the life raft assembly requires releasing the preload tension and detaching the deployment cable, and unfastening the brackets. A means is required to support the assemblies during removal and installation due to the weight and locations of the life raft assemblies. The means must be able to securely suspend and provide control of the assemblies from the airframes within the limited space between the fuel lines and environmental ducts. The newly developed contractor furnished Life Raft Holding Fixture (P/N:17G910004-l) is recommended to fulfill the requirements. Delivery is FOB Destination with shipments in the continental United States. This requirement will be solicited as a Competitive 100% Small Business Set-Aside. All responsible sources may submit a quotation which shall be considered by the agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposals will be evaluated based on the criteria stated in the RFQ. All data for this weapon system is considered EXPORT CONTROLLED. Proposal responses due 12 June 2024 5:00 p.m. EST.
