SOURCES SOUGHT SYNOPSIS
C-130 Aircraft

 

PURPOSE/DESCRIPTION
     The objective of the C-130 Engineering Support program is to provide engineering, technical and logistics support of overall Operational, Suitability, Sustainment, and Effectiveness (OSS&E) responsibility and authority for all C-130 systems.  Support includes, but is not limited to, avionics systems, such as Self-Contained Navigation System, Global Positioning System, communication/radio systems, aircraft radar, air defense systems, mechanical systems such as landing gear, hydraulics, propulsion, and flight controls and primary and secondary structural systems.  Responsibility includes configuration control for all C-130 modifications, and monitoring of field concerns, which often represent potentially significant impacts to future aircraft missions. In addition; the required contractor support will also includes risk identification and management, evaluation of technical documentation, design review and analyses for C-130 electrical, avionics, mechanical and structures systems. The contractor will also be required to analyze system failures and develop solutions to address problems. Furthermore the contractor will be required to develop test criteria, evaluate test events, develop analyses reports and perform/coordinate aircraft kit modification logistics. Contractor engineering support may involve developing fleet-wide solutions for issues affecting the C-130 fleet. This is effort may include but is not limited to recommended changes to C-130 drawings, technical manuals, and specifications, engineering and technical support for proof-of concept; depot and field maintenance assistance (solution development and repair actions) via the 00-25-107 and AFMC Form 202s internet-based systems; system engineering and technical support for source selection actions. The contractor must also have an in-depth knowledge of electrical, avionics, mechanical and structural systems functionality and interoperability, as required to support accident investigations for the USAF Safety Review Boards (SRB) and Safety Investigation Boards (SIB).
