Description

The purpose of this notice is to draw up a framework agreement with no minimum amount and with a maximum single-awarded amount, the purpose of which is to define the conditions under which the services relating to the design and implementation of an annual measurement of the fraud rate on the bus and tramway networks operated by RATP will be carried out.The scope of the services, which are the subject of this notice, is as follows:- designing an appropriate measurement method/sampling plan;- recruiting and training interviewers;- planning the measures;- preparing the measures;- carrying out the measures;- checking the measures;- processing the measures;- reporting the results;- monitoring the service. The list of services defined above is provided for information purposes only and is not binding on RATP.
The services consist of assisting RATP's sales department in designing and implementing an annual measurement of the fraud rate on the bus and tramway networks operated by RATP. The estimate envisaged for measuring the fraud rate is based on an annual survey campaign. The network comprises 283 daytime bus lines and 32 night-time bus lines known as Noctilien. Annual traffic on the bus network is estimated at 972,000,000 passengers. The tram network includes eight tram lines. Annual traffic on the tramway network is estimated at 331 000 000 passengers. For the purposes of this contract notice and in order to carry out the measurements, the holder will be required to equip itself with measuring tools as specified below to carry out the collection. Two options (option 1 and option 2) currently used by RATP are available for verifying tickets (type of ticket, validity and validation of the ticket):- option 1: reading the tickets from ticket-loading terminal (TCT) readers, which the ticket holder will pay for. Each interviewer must be equipped with a reader. In the current survey (basic collection mode), the number of readers (old generation LDPC) provided was around 150 readers. This reader is limited in autonomy;- Option 2: the credential recognition technique will be via an NFC credential reader. The service provider must be able to offer an autonomous NFC card reading system. RATP teams will be able to cooperate with the cardholder. The holder will be responsible for the media used to read the card (tablet (Android, IOS or other), telephone, etc.). Option 3: if the holder does not have option 1 or option 2, he must propose another solution for reading and decoding NFC cards. The holder must be equipped with the computer or other resources required to collect and check NFC tickets. The tools used to collect the data may change. The framework agreement will be awarded to a holder. All the above information is provided for information purposes only and is not binding on RATP.
