Description

The purpose of the proceedings is to select a business and technical consultant for integrated programme management ("Integrator") who, in cooperation with the Central Communication Airport ("CPK"), will manage the CPK Airport Programme - the aim of which is to implement a greenfield airport that meets the vision and business expectations contained in the concept for the preparation and implementation of the investment Port Solidarity - Central Communication Airport for the Republic of Poland (Resolution No. 173/2017 of the Council of Ministers of 07.11.2017) ("CPK Concept"). - available at the address: https://www.gov.pl/web/infrastruktura/uchwala-rady-ministrow).
The primary objective of the CPK is to plan, design and commission a new multimodal transport hub for Central and Eastern Europe. According to the assumptions of the CPK Concept, the CPK is to be a greenfield airport, located about 37 km west of Warsaw, fully integrated with the road and rail network. The construction of the airport is the main element of the transport hub concept described in the CPK Concept. Main assumptions:- The capacity of the airport on the day of its opening: 45 mppa.- Target maximum capacity: 100 mppa.International examples of airport projects indicate that it is important to involve a business and technical advisor to ensure effective implementation of individual project phases from the point of view of programme management.The Contracting Authority anticipates that the scope of the Integrator's work will include in particular the development and implementation of uniform design guidelines and standards to ensure the compatibility of systems (including management of: risk, purchasing processes, contracts, information flow and documentation) and the establishment of task schedules and budgets. The role of the Integrator will also be to complement the competencies of the airport team of the CPK (design, product, operational), which is a guarantee of maintaining the quality of the project and achieving the objectives set out in the CPK Concept. The subject of the contract is the provision of business and technical services for the integrated management of the CPK Airport Programme, in particular in the scope:1) Development and implementation of principles and management structures of the CPK Airport Programme,2) Management of the CPK Airport Programme schedule,3) Monitoring and review of progress and results of work of project teams and other advisors,4) Estimation of investment costs and budget management of the CPK Airport Programme,5) Technical consultancy in the field of design and engineering,6) Risk management of the CPK Airport Programme,7) Controlling the original scope of the project (in relation to costs, schedule, risks, execution strategy),8) Developing a packaging strategy in the field of design, purchase proceedings and implementation phase for the Airport Programme of the CPK,9) Creating a highly qualified, integrated team within the Contracting Authority's organisation, including with the participation of advisors and contractors,10) Implementation of the Airport Programme of the CPK with the use of digital information strategy (including BIM),11) Ensuring knowledge transfer to the CPK.The Employer anticipates that the services of the Integrator will be provided in the form of an Integrated Project Team. The Integrator will ensure effective implementation of individual phases of the Airport Program of CPK from the point of view of schedule, budget and quality management and will provide a number of other services in the area of Project and Program Management. The Contracting Authority also anticipates that the role of the Integrator will be to supplement the competencies of the airport team of the CPK (design, product, operational), which is a guarantee of maintaining the quality of the project and the achievement of the objectives set out in the Concept of the CPK.The Contracting Authority anticipates the award of contracts referred to in art. 134 par. 6 point 3 of the PZP.All definitions used in this notice are included in the annex to the notice - "Additional information", available at https://portal.smartpzp.pl/cpk.
