Description
As a public contracting authority, the Federal Government is responsible for a large number of construction projects. In order to make their implementation more effective in the long term, the Federal Ministry of the Interior, for Construction and Home Affairs (BMI) and the Federal Ministry of Defence (BMVg) will introduce the Building Information Modelling (BIM) method for all federal construction projects in coordination with the Federal Institute for Real Estate Tasks (BImA).The BIM Office (GS BIM) based at the Office for Federal Construction Rhineland-Palatinate (ABB) is responsible for this and acts as the BMI's representative as the contracting authority (AG) within the scope of the services put out to tender here. The "BIM Master Plan for Federal Buildings" is currently being developed. The document, which is expected to be published in summer 2021, will set out a timetable for the three-stage introduction of the BIM method for federal buildings from 2022. In addition, 4 fields of action are identified as a delta between the target image and the status quo, which must be addressed for a timely implementation of the specifications of the master plan.The master plan BIM is the first part of the overall measure "Introduction and implementation strategy BIM for federal buildings". Based on this, the following further measures are now to be implemented:- implementation strategy and BIM manual,- effective operation,- scientific support,- user training,The "implementation strategy and BIM manual" work package is intended to produce a concrete roadmap with measures for implementing the specifications of the BIM master plan (implementation strategy) as well as working aids that give the construction administration in particular, but also the project executing agencies, confidence in dealing with the BIM method (BIM manual).In the run-up to the gradual introduction of the BIM method for all federal buildings, selected projects from the areas of small and large, civil and military new construction, conversion and expansion measures are to test the strategic specifications from the implementation strategy in so-called effective operation. Experience values are to be collected from these tests and evaluations are to be prepared on the basis of these. The aim of the active operation is to test the specifications of the "BIM Master Plan for Federal Buildings" before their mandatory introduction in 2022. The work packages implementation strategy and "active operation" are not the subject of this call for tenders. Initial results from the experience gained in the active operation projects are to be evaluated within the framework of scientific support and the measures from the implementation strategy are to be validated. The "scientific support" contractor, which is the subject of this invitation to tender, is to evaluate the experience and findings in a comprehensible, objective and application-oriented manner by means of sound data collection, documentation and evaluation of the entire planning and construction phase of the individual active operation projects. In the process, the different COs are to be coordinated with those of the BIM implementation strategy for federal buildings and the effective operation. The resulting findings are to be taken into account by the contractor of the BIM implementation strategy for federal buildings in the preparation of the working aids for the BIM manual 2.0, in which the contractor of the scientific support is to participate by providing input. In addition, the scientific support is to produce practice-oriented case studies as a reference work for the employees of the building administrations, as well as a standardised object catalogue.The GS BIM will present suitable federal building projects in consultation with the BMI and BMVg. It is to be assumed that 30 projects from the active operation and 11 independent BIM projects will be supported, i.e. a total of 41 projects.
The Contractor's task is to make the experience and knowledge gained available in a comprehensible, objective and application-oriented manner by means of well-founded documentation and evaluation of the entire planning and construction phase of the individual projects of the effective operation as well as the BIM pilot projects under its own responsibility. An active intervention by the Contractor in the project activities of the respective active operation projects or projects under his own responsibility is not planned.Scope of services- Conceptual design of the scientific support,- Exchange of knowledge and results between the different work packages of the "Introduction and Implementation Strategy BIM for Federal Buildings" mentioned above,- Data collection and evaluation,- Preparation and regular adjustments of a maturity matrix,- Practice-oriented case studies,- Standardised object catalogue,- Kick-off workshop,- Interim coordination workshop,- Final workshop,- Schedule of scientific monitoring,- Milestone plan,- Meetings / colloquia,- Data collection and analysis,- Documentation,- Short and evaluation reports,- Maturity matrix,- Final report,- Contribution to BIM manual 2.0,- Practical case studies,- Standardized object catalog,- Workshop for the coordination of a first draft,- Workshop for intermediate coordination,- Workshop for the presentation of the final result.Details on the content and scope of services result from the contract and the specifications.The award of contract is planned for December 2021. The aim is to complete the project by December 2023. If the projects to be supported are not completed by then, two extensions of one year each are planned.
